In educational behavior,textbooks are the concentrated expression of national will,national spirit and scientific and cultural knowledge.And textbooks are the basic teaching resources used in teaching activities.How to ensure the quality of textbooks to promote the implementation of the educational goals of "for whom" and "what kind of people to cultivate" is what we need to focus on at this stage.Textbook review system as an important checkpoint of access,it is a key link to ensure the quality of education with important research significance.Since the construction of public education,Canada has been strengthening the construction of textbooks system,and has a perfect and unique textbooks management system,which has great reference significance.Therefore,the research object of this study is Canada's textbook review system.By using the method of literature review,the paper collected the relevant documents,rules and regulations of Canadian textbook review at home and abroad.And the paper used case analysis to select three provinces as case studies,Ontario,British Columbia and Saskatchewan.And through comparative analysis,this paper explores the similarities and differences of the three provinces' textbook review system,and explores the overall characteristics of Canadian textbook review system.In order to explore the characteristics of Canadian textbook review system in more details,this paper mainly explains from four parts.The first part is the introduction.This first part mainly introduces the origin of the research,the literature review,the research problems,methods and significance.The second part and the third part are the ontology part.First of all,the characteristics of Canadian textbooks management system are basically explained to pave the way for the following by the three aspects of textbooks management system,system and mechanism.Secondly,from the four aspects of review institution,review standard,review procedure and review mechanism,this paper explains the textbook review system of three case provinces in detail.Then it compares and analyzes the similarities and differences of the three provinces' review institutions,review standards,review procedures and review mechanisms.And,it concludes the characteristics of Canadian textbook review system,the multilevel of review institutions and the diversity of review personnel.The review standards are clear and the review tools are objective and scientific.The review procedure is open and transparent,and the evaluation mechanism is formed by law,and the feedback and supervision mechanism ensures the democracy and justice of the review process,and the legal system guarantees the long-term effectiveness of the review mechanism.The third part is the conclusion.There are some problems existing in the current textbook review system in China.With the characteristics of Canadian textbook review system,China can clarify the responsibilities and powers of the three-level textbook certification institutions,increase teachers' discourse power,refine the standards and tools of textbook review in the process of public and transparent review,increase the democracy of the review of textbooks,and establish a long-term textbook review mechanism.At the same time,combined with the authoritative legal system,the quality of textbook should be ensured comprehensive,and the quality of textbooks should be improved for teachers and students,and the goal of talent training should be achieved.
