With the rapid economic development since the reform and opening up of our country for 40 years,the state pays more and more attention and investment to the physical education of primary school students,but because the gap between school facilities and basic education in urban and rural areas is still huge.It is difficult to ensure the balanced promotion of physical education and health curriculum reform in urban and rural areas.Under this background,the development of physical education teaching in township primary schools needs reform and innovation according to local conditions.Taking the opening of the lower grade physical education and health teaching course in Huaian primary school as an example,this paper selects some primary schools in local cities and towns as samples to investigate the teaching of physical education and health in the lower grade of primary school This paper analyzes the present situation,studies the countermeasures of helping local physical education teaching accurately,and puts forward strategic suggestions for the development and reform of physical education teaching in primary schools in Huaian City.This article uses questionnaire surveys and interviews,and conducts a detailed reading and collation of the current research status at home and abroad,and finally summarizes the actual survey results and the useful information consulted,and analyzes the curriculum in the implementation of the physical education and health curriculum in Huai'an Primary School The basic situation of the goals and course content,the understanding of the nature of sports and health,the concept of design ideas,and the factors that affect the implementation of the sports and health courses,and finally the survey results are counted,sorted and analyzed.It is concluded that the opening of physical education and health courses in Huai'an primary schools has reached 100%,but the number of opening hours has not reached the national standard.Under the influence of teachers' comprehensive professional qualities and venues and equipment,the introduction of sports items in the school's physical education and health curriculum content is not comprehensive,and a complete teaching system has not been formed,resulting in students' incomplete understanding of sports knowledge and skill learning.In teaching evaluation,teachers generally evaluate students' skills and participation,but they do not pay enough attention to students' physical and mental health.The guiding ideology of health first is not reflected in the teaching.The teachers did not develop and innovate in the teaching content,and could not experience the local curriculum characteristics of Yulin.However,some schools have made outstanding use of local characteristic projects in Huai'an City between large classes.There is a shortage of physical education teachers in elementary schools in Huai'an City,and the number of teachers who fail to meet the national requirements.The comprehensiveness of the professional skills of physical education teachers is not strong,and the comprehensive quality needs to be improved.In Huai'an elementary schools,leading teachers and parents did not pay enough attention to the implementation of physical education and health courses,which made students not understand the concepts of physical education and health,and some students were interested in physical education and health courses.Teachers' utilization of physical education and health curriculum resources is involved in human resources and extracurricular resources,but they cannot develop available resources,and they are insufficiently utilized in existing human resources and extracurricular resources.
