The primary and secondary school teacher training takes the cultivation of teachers' sustainable development ability as the fundamental direction.Through the systematic training for professional teachers and teaching staff,the structure of teachers is optimized and the comprehensive quality of teachers is improved.In 2010,the Ministry of Education and the Ministry of Finance jointly launched the "National Training Plan for Primary and Secondary School Teachers "(hereinafter referred to as the " National Training Plan ").Under this background,the national training for primary and secondary school teachers in Shanxi Province also ushered in a new starting point.In 2010,Shanxi Province began to organize and implement the provincial "national training plan".After years of national training policy promotion and experience accumulation,the province's primary and secondary school teacher training work out a new road.In this process,due to the large number of participating units,participating teachers and training projects,as well as the long training time,some projects span years and last for a long period,there are many problems in the management of the national training project during the implementation period,which directly affects the implementation effect of the project.To this end,the author takes teachers participating in the training,training managers,and heads of education administrative departments as objects,and uses questionnaires,interviews with teachers participating in the training and other methods to sort out and summarize the problems existing in each link,and puts forward solutions.The theoretical basis of this study is human resource management theory,school management theory and incentive theory.Questionnaire with L city part of the excellent primary and secondary school teachers as the research object,from the project of training system,training content and personnel arrangement of three big aspects investigated the present situation of the training,and the L city part of the excellent primary and secondary school teachers training work conditions are analyzed and combed,and outstanding in the current primary and middle schools teacher training work of existing problems and the causes are analyzed.These problems mainly include curriculum setting,teacher source,training team,teaching practice and performance appraisal system,etc.The reasons for these problems mainly include individual factors of teachers,school attitude and training policy.In view of these outstanding problems,this paper puts forward specific measures to enhance the effectiveness of training for primary and secondary school teachers from five aspects: training purpose,teacher selection and assignment,teachers,training funds,and retroactive evaluation.
