School bullying has become a global education problem,especially in primary and post-primary school.According to the 2017 UNESCO Global Report on the topic of school bullying,nearly 246 million children and adolescents are the victims of ir each year,and about 32% of them have been bullied at school.Bullying has serious negative effects not only on the physical,psychological,academic and relationship of the victims,but also on the bully and the bystanders.How to effectively prevent and control bullying in primary and post-primary schools is a common concern.In 2019,nearly1,000 people attended the World Anti\Bullying Forum,which aims to broaden the understanding of bullying and share successful experiences in preventing and tackling it.In 2016,the office of Education Steering Committee issued Notice on the Special Control of School Bullying.In November of the same year,the Ministry of Education and other departments issued the Guiding Opinions on the Prevention and the treatment of school bullying has been put in the agenda in China.But there is no mature project for promotion at present.Ireland was one of the first Western countries to raise concerns about school bullying.Since the release of the Action Plan on Bullying by the Department of Education and Skill in 2013,Ireland has developed an effective approach to tackling bullying,which fully integrate the national,community and school resources.And we can learn successful experiences from it.Based on this consideration,this paper starts from the formation of bullying prevention measures in Irish primary and post-primary schools,and then makes an in-depth analysis of its prevention and intervention measure.Finally,according to the effectiveness and the characteristic of the measures,this paper provides valuable experiences for the tackling of school bullying in China.Specifically,the paper mainly includes the following seven parts:The introduction mainly explains the reason of the topic selection,and defines the core concepts involved in the research.On the basis collecting,sorting and analyzing relevant literature at home and abroad,the appropriate research ideas and methods are selected.In the first part,the background and process of the prevent and intervention measures in primary and post-primary schools are analyzed in detail.The bad impact of school,the fault of social culture and the anomie of students' behavior have led the Irish government to issue relevant documents on after another to tackle the problem of school bullying;The second part focuses on the prevention measure of bullying in Irish primary and post-primary schools.The implementation of preventive measures involved three levels:the State,society and school.The Ministry of Education and Skills of Ireland has gradually improved its anti\bullying policiessince1993,when it released the Guidelines on Countering Bullying Behaviour in Primary and Post-Primary Schools,the anti-bullying working group is responsible for implementing the anti\bullying policies.Besides,the anti-bullying website is established to publish relevant information in time.The network media and social organization also participate in strengthening the management of the network industry;At the school level,itis committed to create a positive school culture,focusing on the LGBTII students,offering relevant programs,in order to raising students' awareness of anti-bullying.The third part elaborates in detail the intervention measures for bullying in Irish primary and post-primary schools.When a bullying incident happens,an investigation is conducted by the “relevant teacher” and a written record is presented to the principal and the management committee for evaluation and the oversight by the Office of Inspector.If parents have any dissatisfaction,they can appeal at different levels.The clear investigation and reporting procedures,as well as the rigorous supervision and appeal procedures make the school bullying intervention scientifically and orderly.The fourth part takes Rockord Manor School as an example to analyze the prevention and intervention measures of school bullying.The school refines the definition of school bullying,advocate the full participation of students,school staff and parents;incorporate relevant content into the curriculum,and followed the established procedures to intervene against bullying.The fifth part elaborates the safeguarding mechanism against school bullying in Ireland.The Equal State Act,the Education(Welfare)Act etc.;The country,society and school cooperate with each other and cooperate in governance;The Department of Education and Skills has earmarked funds to provide anti-bullying courses for parents;The sixth part introduce in detail the effectiveness and characteristics of the prevention and intervention measures of bullying.The effectiveness of governance is firstly reflected in the prevalence rate of school-based anti-bullying policy;The second aspect is the satisfaction of students and parents.The characteristics of the prevention and intervention measure are summarized from three aspects:power and responsibility system,evaluation and supervision,and investigation records;Finally,based on the actual situation of our country,the experience off the prevention and intervention measures of school bullying in Irish primary and post-primary schools is summarized,in order to provide help for the prevention and intervention measures in our school.
