The transformation of the main contradictions in society since the new era has promoted the transformation of the governance of general high schools,and the reform of the way of educating people under the basic conduction,the development of diverse characteristics under the selective impetus,and the revitalization of county high schools under the balanced impetus have increasingly become the direction of its governance.As general high school education oscillates between the people's expectations for a better education and the still imperfect internal governance structure,the participation of multiple stakeholders increasingly becomes a demand for its governance.Teachers,as natural subjects of internal school governance,have their natural advantages but also face multiple barriers to participation in school governance,resulting in it remaining superficial and formalised,which affects the realisation of teachers' democratic rights and the enhancement of school governance effectiveness.As a key link in the education system,the study of teachers' participation in school governance in general high schools is both a concern for their quality development and a concern for the realisation of teachers' democratic rights in basic education in China.The study uses a combination of qualitative and quantitative research methods to quantify all teachers' actual attitudes towards participation,participation methods,content of participation,and factors influencing participation.In-depth interviews were conducted to present the current situation and problems of teachers' participation from the microscopic perspective of individual teachers.The study found that teachers' attitudes towards participation were hesitant to act despite their clear perceptions,that participation was designated by leaders in a passive manner,that participation was ineffective despite high expectations,and that teachers' participation was driven by informed needs and interests and limited by lack of knowledge and information.At the same time,there are multiple forms of individual teacher participation that face different contradictions and problems.After summarising the problems identified in the study,the reasons are analysed in terms of the system of participation,teacher subjects and the process of participation,and the mechanisms of negotiation for teacher participation are explored.In the new era of China,and that school governance is part of the governance of social public affairs and should also be applicable to the study of theories related to consultative governance at the grassroots level.The author therefore discusses the consultation mechanism for teachers' participation in school governance in general high schools,starting with the concept and operational mechanism of the theory of consultative governance,and argues that a consultation mechanism to promote teachers' participation should be constructed in four aspects: delineating consultation issues,selecting appropriate personnel,building a consultation platform and conducting consultation supervision,in order to better realise teachers' participation in school governance.
