Regional development,talents first.In order to attract high-end talents to form a highland for the development of talents in the west,to promote the construction of the Chengdu-Chongqing twin city economic circle.The governments and universities of Chengdu and Chongqing have formulated various talent introduction policies to build both Chengdu and Chongqing into bridgeheads and reservoirs for gathering more high-level talents in the economic circle.In the fierce competition for talents,how to play a combination of attracting talents,retaining talents and retaining talents to give play to the leading and leading role of talents in Chengdu-Chongqing "double first-class" colleges and universities,and provide for the construction of Chengdu-Chongqing economic circle and the construction of "double first-class" Providing strong intellectual support is a question worthy of our deep consideration.This article is based on the analysis framework of "Policy Themes-Policy Tools-Policy Objectives".Research on the policy texts of "Double First Class" universities in Chengdu and Chongqing.First,use the programming software Python to analyze the word frequency of the talent introduction policy text to grasp the policy theme,and combine the network structure and central characteristics of the policy theme to perform cluster analysis from the level of talent,introduction requirements,salary,supporting conditions,and assessment Develop to grasp the content and characteristics of policy themes.Secondly,according to the policy tool theory along the "demand-supply-environmental" division of ideas,the policy text is coded,analyzed according to the characteristics of the policy theme,the keywords of each theme are combined with the policy tool analysis framework,and Nvivo is used to analyze the policy.The text performs coding analysis and statistics.It is concluded that the use of policy tools and selection preferences of the "double first-class" colleges and universities in Chengdu-Chongqing area: supply-based tools are used the most,demand-based tools play a key auxiliary role,and environmental tools are seriously insufficient.On the basis of the "push-pull model",construct a theoretical explanation framework for the introduction of policy tools for talents.Then,based on the three-level mechanism of the system of attracting talents,retaining talents and employing talents based on the realization of the policy objectives,it explores the problems existing in the“double first-class” universities in Chengdu-Chongqing region in attracting talents,retaining talents and formulating talents: talent introduction Homogenization of policies,heterosexual preference in the use of policy tools,and policies for the use of talents:follow-up management is not in place,and the evaluation and development mechanism is not sound.Talent retention policy: Insufficient incentive mechanism and lack of innovation.Finally,based on the problem,three levels of policy objectives are achieved:to be able to be introduced,to be used well,and to be retained,and to put forward an optimization strategy for the realization of the policy objectives of the "double first-class" university talent introduction in Chengdu-Chongqing area.First-class universities and disciplines of the world...
