Industry is the leading industry of the national economy,and the level of industry is one of the decisive factors of a country’s comprehensive national power.Industrial enterprises are the main body of industry,and their development directly determines the overall strength of China’s industry.Under the background of double carbon,enterprises pay more attention to the role of technological elements in the production process and have carried out innovative R&D activities,and the level of technological innovation in China has increased significantly as a result.Therefore,the efficiency of technological innovation is of great significance to the development of industrial enterprises.Tianjin,as the fourth city in terms of comprehensive technological innovation level,has been vigorously promoting technological innovation in recent years,but there are also problems of old industrial layout and transformation discontinuity.Therefore,this paper analyzes the technological innovation efficiency of industrial enterprises above the scale and studies the related influencing factors,and then focuses on the situation in Tianjin,which is of great significance for the economic development and industrial optimization of Tianjin.This paper analyzes the technological innovation efficiency of above-scale industrial enterprises as the main research object,and selects three input indicators and two output indicators to qualitatively analyze the current situation of technological innovation in Tianjin;selects data from 26 provinces and cities,and uses DEA-Tobit model to study,focusing on the above-scale industrial enterprises in Tianjin.The BCC model allows us to discuss and analyze the technological innovation efficiency of above-regulated industrial enterprises in Tianjin from 2011 to2020 in terms of comprehensive technological innovation efficiency,pure technical efficiency and scale efficiency.The Malmquist index method can be used to analyze the technological innovation efficiency of Tianjin dynamically,and it is found that the overall technological innovation level of Tianjin is at the lower middle level from2011 to 2017,and at the top position from 2017 to 2020;finally,Tobit is used to analyze the influencing factors affecting technological innovation efficiency,and the concept of physical field is used to construct the technological innovation system.Constructing a technological innovation system and proposing strategies conducive to technological innovation efficiency from the government,market and enterprises.
