| In recent years,the external economic and trade environment has been severe,and the global epidemic has been delayed and repeated,which has brought great challenges to China’s economy,trade and shipping industry.In this extraordinary period,Zhejiang port and shipping,with port logistics industry as the leader,has taken up the new mission of "important window" and "demonstration area of common prosperity",taken up the role of practical work,made solid progress,accelerated the construction of modern comprehensive port,and achieved new results and breakthroughs in the strategies of strong transportation,strong sea and strong trade.In the strategy of strong transportation,strong sea and strong trade,we have achieved new results and new breakthroughs.In order to more accurately assess and analyze the development of port logistics industry in the province,this paper constructs the "Port Logistics Development Capability Index of Zhejiang Province".The research mainly includes the following points:(1)On the basis of "enterprise capability theory" and "industrial competitiveness theory",this paper proposes the concept of "industrial development capability".At the same time,after analyzing the determinants of "industrial competitiveness" and "enterprise capability",this paper summarizes the influencing factors of "industrial development capability",which provides a strong theoretical support for the evaluation index system of "port logistics development capability of Zhejiang Province".(2)Using the comprehensive evaluation theory,the paper clarifies the construction principles,methods and processes of the evaluation index system of port logistics development capacity in Zhejiang Province.Among them,the construction process is mainly divided into two stages: preliminary construction of evaluation index system and optimization of evaluation index system structure.The optimization of the evaluation index system structure also includes six steps: imputation of missing data,dimensionless processing of indicators,correlation analysis,selection of key indicators,discriminant analysis,and rational screening analysis.(3)The CRITIC method is used to determine the weight of the evaluation index,and based on this,a comprehensive index model is established to calculate the port logistics development capacity index of Zhejiang Province.Through this model,the port logistics development capacity of Zhejiang Province can be expressed as not only the enterprise quality,transportation facilities,related industries and regional environment,but also a systematic and comprehensive evaluation index.(4)This paper analyzes the time series and performance reasons of the comprehensive index and sub indexes of port logistics development capacity in Zhejiang Province,and puts forward development suggestions with strong pertinence.Specifically,it includes cultivating and strengthening local port logistics enterprises,optimizing the integrated collection and distribution network of sea,land and air,consolidating the vertical integration of port logistics industry,and strengthening the technological innovation of port logistics. |
