Research On The Community Services For Only-child-died Elderly In The City

The family planning policy has been implemented in China for nearly forty years.Consequently,the number of only-child-died elderly for various reasons has reached a certain scale.Their needs for security in old age are different from those of ordinary families,and they are eager to receive quality services from the community.At the same time,the existing policies and practices have given a wide scope for the development of community services,and local communities are actively exploring the construction of a community service system for the elderly who are left alone.In this context,it is especially important to improve the security of community services and to provide convenient,timely,and high-quality community services for the elderly who are left alone.Therefore,this article focuses on the following questions:(1)What is the demand for community services among the only-child-died elderly?(2)What are the current situation and contents of community services for the only-child-died elderly?(3)What is the relationship between the existing community service supply and the demand of the only-child-died elderly?What are the reasons for this?(4)How to improve the provision of community services?This article adopts a qualitative research method to interview 16 the only-child-died elderly,and some community workers,social workers and volunteers in H district of Jinan.Through the interviews,the author learnt about the current living standard,daily care,physical and mental state,and social interactions of the only-child-died elderly,and analyzed their community service needs.At the same time,the author learnt about the current supply of community services,including four levels about government,market,community and social organizations,and learnt about the basic situation of their involvement including policies,funding,and personnel supply,and the content of community services.The study found that,on the one hand,the community service needs of the only-child-died elderly mainly include:refined living care needs such as daily cleaning and shopping on behalf of the elderly,professional medical care needs,diversified spiritual comfort and recreational activities needs,and other needs including self-actualization and legal consultation.On the other hand,community services are mainly provided by the government,market,community,and social organizations,which have formed a preliminary service framework and can provide basic services in living,medical care,and recreation.However,currently,there are generally problems such as insufficient participation and synergy among various subjects,imperfect construction of service teams and lagging information construction,which have led to contradictions between the supply and demand.The main contradictions are:the diversity of service demand and the lack of service facilities and places,the high growth of service demand and the single form of service supply,the high standard of service demand and the low quality of service supply.In order to solve them,using the theory of welfare governance,it is proposed that the responsibilities of the four main subjects should be clearly positioned and a mechanism of collaboration between them should be constructed.At the same time,through optimizing the service team,refining the service content and introducing intelligent facilities and platforms,the diversified community service needs of the only-child-died elderly can be met and the quality of community services can be promoted.
