As an important hub for the implementation of national policies,county-level organs require comprehensive management civil servants to have high comprehensive quality in learning and understanding the major policies and guidelines of the party and the state,formulating implementation plans in combination with reality,and scientifically leading the implementation at the town and village levels.With the title of "Research on the initial training of civil servants in comprehensive management in B county",this paper first widely collects the research results of relevant western and domestic scholars to have a comprehensive and in-depth understanding of civil servant training.Then,through the in-depth investigation on the real situation of the initial training of comprehensive management civil servants in County B for five years from 2016 to 2020,the specific methods of questionnaire survey,interview and comparative analysis were adopted for analysis and research.During this period,a full coverage opinion survey was conducted on the civil servants who participated in the initial training of comprehensive management civil servants from 2016 to 2020 through wechat electronic questionnaire,and from the Organization Department of the county Party committee,the Party school The relevant business departments of the initial training organization units such as the human resources and Social Security Bureau of the county collected one person for interview and investigation,mastered a large number of data and opinions and suggestions,and after rigorous data analysis and comparison and combing and summarizing the opinions and suggestions,it was finally found that there are still some problems in the initial training of civil servants in comprehensive management in County B,such as insufficient attention from all parties,inadequate training demand analysis,inaccurate content design,weak teacher resources Due to the problems of single teaching form and imperfect training evaluation mechanism,the trainees of the first training course of 2016-2020 are generally not satisfied with the effect of training,and the effect of training on encouraging these young cadres to act and start a business is not particularly obvious.In the past,the trainees still need to explore and improve themselves in knowledge reserve,psychological adjustment ability and thought,In order to adapt to their actual positions,this has caused a great waste of administrative resources and brought greater difficulties and risks to the growth of young cadres.Through the specific analysis of specific problems,the author found that the above problems are some problems in the system and mechanism,some problems in the ideological understanding of the relevant personnel of the organizer,and some problems in the level of local fiscal revenue and the overall quality of the team.The causes of these problems are both subjective and objective.For the above problems,this paper puts forward four general directions: Taking competency improvement as the goal,optimizing the formulation of training plan,diversified setting of training process,keeping pace with the times,enriching training content and taking multiple measures to optimize training teacher resources,in order to make the local Party committee and government really carry out the initial training course for civil servants in comprehensive management,Let these new civil servants feel the concern and attention of the organization in this training course,so that they can quickly have a stronger sense of identity,honor and mission for their civil servant identity.At the same time,the most important thing is to be able to learn something in the initial training course,and prepare for their next integration into the work position in terms of knowledge reserve,psychological adjustment and professional ethics through learning,Lay a good foundation for the echelon construction of cadres in County B.
