Research On The Supervision Of District Party Committees

As an indispensable part of government work,administrative supervision is the key means to promote government decision-making,the main means to improve government decision-making,and the main means to improve government working methods.The State Council attaches great importance to giving play to the important role of administrative supervision in promoting the implementation of national decisions and arrangements,and has given important instructions on administrative supervision on many occasions.Strengthening the work of administrative supervision is a need to ensure that government orders are unimpeded and that orders and prohibitions are enforced.It is also a need to promote the implementation of government decisions and arrangements and the innovation and development of work.This paper uses the methods of questionnaire,interview and case analysis,uses the theory of administrative supervision,the theory of public policy implementation and the theory of government performance management,and through the combination of theory and practice,analyzes in detail the current situation of the administrative supervision work of the government of Z District of Jining City,and puts forward the new requirements and new ideas of the administrative supervision work of the district government under the new situation.The first part of this paper introduces the research background and significance,summarizes the research status at home and abroad,and clarifies the research ideas and methods.Then it defines the basic concepts of supervision,district government administrative supervision,administrative supervision theory,public policy implementation theory and government performance management theory.Through in-depth investigation and research,this paper discusses the current situation of government affairs supervision of Z district government in Jining City.Starting from the development process and system setting of administrative supervision in Z District,this paper reviews the practice of administrative supervision in Z district from the aspects of content,procedure and measures,and analyzes the effectiveness of administrative supervision in Z district.Subsequently,the problems and their causes in the administrative supervision work in Z district were systematically analyzed.The current problems include:the role of supervision in promoting the implementation of decisions is not fully played,the authenticity of supervision information is not strong,the supervision work method is single,and the supervision tasks are seriously inconsistent with the staffing.The reasons for the problems are:imperfect system and mechanism of supervision,asymmetric supervision information,lack of comprehensive platform support,and imperfect construction of supervision team.In view of the problems and reasons raised above,the paper finally puts forward countermeasures and suggestions to improve the efficiency of district government administrative supervision under the new situation.The main viewpoints are:to enhance the awareness of supervision within government organizations,enhance the independence and authority of administrative supervision institutions,innovate administrative supervision working methods,and strengthen the construction of administrative supervision teams,so as to provide valuable reference ideas for improving the effectiveness of administrative supervision of district level governments.
