Evaluation And Optimization Of County Public Service Level Under The Background Of Urban-rural Integration

The basic needs of Chinese rural society are producing a series of changes with the development of urban and rural integration and the improvement of social economic level.The equalization of basic public service facilities is the main goal of rural social construction in the new era.However,due to the shortage of supply and demand between urban and rural public service facilities,the phenomenon of urban-rural dual structure is serious,which leads to the difference in the allocation of urban and rural public service facilities,so it is difficult to meet the social needs.The city and the countryside are one organism.Only when they develop sustainably can they support each other.Promoting urban and rural equity in public services is an indispensable step to realize social equity,and plays an important strategic role in achieving urban and rural balanced development and promoting urban and rural integration.The realization of equal urban and rural public service facilities is a strong support to narrow the gap between urban and rural areas and realize the overall development of urban and rural areas.Therefore,the primary task of realizing the realization of equal public service facilities is to realize the equality of service capacity of urban and rural public service facilities.Therefore,how to achieve the equalization of service capacity of urban and rural public service facilities scientifically and reasonably under the background of promoting social equity needs to be further studied and discussed.In this paper,starting from the theory and evaluation analysis,with the urban-rural integration as the background,the literature on public services at home and abroad was reviewed,and it was found that existing studies gradually adopted POI data analysis and identification of spatial characteristics to evaluate the development trend and satisfaction state of public services.Based on the research and literature review,this paper uses Arc GIS spatial analysis method to analyze and evaluate the overall spatial distribution and resource allocation of public service facilities in Ningxia,and finds and sorts out the existing problems in the spatial layout and resource allocation of public service facilities in various districts and counties of Ningxia.In order to further analyze the status quo and existing problems of public service facilities in the urban-rural integrated development from the county perspective,the spatial characteristics of urban and rural public service in Helan County were analyzed and identified,and the evaluation elements of outstanding characteristics were extracted for the index evaluation of the service capability analysis of public service facilities.Finally,the analysis data was obtained through literature collection,the evaluation framework was established and indicators at all levels were determined,and the public service evaluation index system of Helan County was constructed based on POI data.Through the empirical study of urban and rural public service facilities in Helan County of Ningxia,the service capability evaluation results of urban and rural public service facilities in Helan County were obtained,the evaluation results were analyzed and optimization suggestions were put forward.
