Cooperation is the basis of human social progress.Justice and cooperation is the classic topic of public management research.As a hot field of social justice research,related research on procedural justice pays more attention to the process of decision making,which has an important impact on the government to improve public management and services.At present,domestic scholars combine Western procedural justice theories and Chinese local research practices to explore the impact of the Chinese public’s perception of procedural justice on social governance,and focus on the mechanism of procedural justice on public cooperation behavior.The cooperation between the public and the government is an inevitable requirement for the construction of modern democracy,which is related to the realization of the pattern of co-construction,co-governance and co-shared social governance in China.The realization of cooperation between the public and the government needs to strengthen the citizen consciousness and the cooperation willingness,improve the working methods of government,and enhance the quality of public management.Since procedural justice has a series of important effects on people’s attitudes and behaviors,this study will explore the mechanism of procedural justice on citizens’ cooperative behavior.Therefore,this study takes off-site traffic police enforcement as the research background to explore the impact of procedural justice on public cooperation,and the role of public satisfaction and outcome favorability in this mechanism.Most domestic scholars use questionnaire survey method to research procedural justice.This paper uses the method of survey experiment to explore the mechanism of procedural justice on public satisfaction,outcome favorability and public cooperation behavior.This study consists of two experiments,both of which carry out scenario simulation through the data platform and collect data in the form of questionnaires.Experiment 1 used AMOS to build a structural equation model based on the data of 624 ordinary citizens.The conclusion is that the procedural justice of off-site traffic police enforcement has a direct positive impact on citizens’ traffic cooperation behavior,and also has an indirect positive impact on citizens’ traffic cooperation behavior through public satisfaction.Experiment 2 collected 1261 data.Experiment 2 mainly discusses the moderating effect of outcome favorability on the relationship between procedural justice of off-site traffic police enforcement and public traffic cooperation.According to the analysis,the outcome favorability has a negative moderating effect on the relationship between the procedural justice of off-site traffic police enforcement and citizens’ traffic cooperation behavior.Finally,according to the study results,the research conclusions are drawn and the policy implications are given.
