Research On Synergy Optimization Of Suzhou Business Environment

China attaches great importance to the optimization of the business environment,and regards the optimization of the business environment as an important starting point to promote high-quality economic development and promote the government to deepen institutional reform.As the "Gold medal city of China’s investment environment",Suzhou actively innovates and continues to promote the exploration of business environment optimization.This paper analyzes the measures and achievements of the Suzhou government in promoting the optimization of the business environment and the problems existing in the optimization of the business environment system,and points out the problems in the current optimization work,such as the separation of departments,lack of policy coordinate,information isolated,and lack of continuous optimization mechanism.According to the overall government theory and synergy governance theory,an analytical framework is constructed from the aspects of collaborative willingness,collaborative elements,collaborative mechanism,etc.,and the causes of the problems are analyzed around policy,management,services.resources,etc.,including lack of collaborative concept,high cost of collaboration,lack of collaborative incentive mechanism,insufficient overall planning of processes and resources,and lack of integration standards.On this basis,relying on the actual work of optimizing work in Suzhou,the paper puts forward some suggestions on the collaborative optimization of the business environment in Suzhou,such as strengthening the top-level awareness of the optimization,improving the municipal coordination mechanism,sorting and sharing of resources,merging service channels,and building a monitoring and feedback liberalization mechanism,to promote the exploration of collaborative optimization of the business environment and further achieve the deepening reform of local governments.
