The Development Mechanism Of Civil Military Emergency Logistics Integration

With the diversified development of the world pattern and the change of natural climate,various emergency emergencies have occurred frequently,so there is an expanding trend in the extent and scale of damage.It is difficult to rely on only one party to solve the impact of emergencies.Meanwhile,the military-civilian integration strategy has become one of the country’s seven major strategies after the 19 th National Congress of the Communist Party of China,and the formation of a deep development pattern of military-civilian integration is an important task in the new era.As one of the most important area of the military-civilian integrated development strategies,the integrated development of military-civilian emergency logistics is of vital great significance to improve the strength,accuracy,and timeliness of the country’s emergency logistics support,thus promote the development of emergency logistics and logistics support strength,which is beneficial to optimize the industrial structure and increase the country’s comprehensive strength.However,the current understanding of the development mechanism of military-civilian emergency logistics integration is not yet clear.There are many problems that restrict the development of military-civilian integration in emergency logistics,and there is still huge potential room for the improvement.In order to guide the integrated development of military-civilian emergency logistics problem,it is important to clarify the trend of high-quality development and realize the sound and rapid development of military-civilian emergency logistics.Therefore,this article mainly presents the study from the following aspects:(1)Through the combination of the relevant literature and the analysis of the current research of military-civilian integration and military-civilian emergency logistics at home and abroad,it is found that the relevant research mainly focuses more on the qualitative research,and less on the quantitative research.Therefore,it is necessary to define the related concepts of military-civilian emergency logistics integration development and learn from the development of foreign military-civilian integration based on the current research status,which is important to introduce system dynamics methods and analyze system dynamics to study the advantages of military-civil emergency logistics integration development issues,thus complete preparation for the integration of relevant theoretical foundations of the military-civilian emergency logistics.(2)This article analyzes the development mechanism of military-civilian emergency logistics integration through the relevant literature and analysis of its development conditions,motivations,development goals and connotations,thus determines the military-civilian emergency logistics integration system and its system boundaries.After analyzing the structure of the military-civilian emergency logistics fusion system,it is important to use the system dynamics ideas to study the relationship between the internal variables of the system and draw a causal relationship diagram of the military-civilian emergency logistics fusion system.(3)This article divides the variables in the military-civilian emergency logistics integration development system to build a military-civil emergency logistics integration system stock flow diagram based on the causality diagram of the military-civilian emergency logistics integration system,thus analyzes the internal feedback mechanism of the system and determines the types of system dynamics equation to write the system dynamics equations.(4)Through the assignment of variables,the military-civilian emergency logistics integration system is simulated and analyzed in this article.After utilizing the Vensim PLE software to test the model and combining the sensitivity analysis and policy simulation,the development level of military-civil emergency logistics integration is analyzed.According to the results of the simulation,this article puts forward the suggestions for the development of military-civilian integration and emergency logistics integration to provide references for the government,military and related enterprises to make the decent decisions.
