| Civil servant employment system is an important system to absorb talents to participate in management.It is not only related to the direction of government development and reform,but also an effective measure to promote the construction of a modernized government.The United States civil servant employment system is different from our civil servant system,which has its own uniqueness.The United States civil servant employment is not automatically obtained a job booth through the authority examination,and combined with the position vacancy to judge whether can get this post.After experiencing "political appointees" and "spoils shared by political parties",the publication of Pendleton Act marked the establishment of the civil service system and the orderly construction of the system from then on.After the Civil Service Reform Law and the "Reshaping Movement",the employment system has been improved and perfected after more than a century of development.Every government is committed to realizing the coordination between the employment system and the current political and economic development during its term of office,and improves the relevant contents about civil service employment through a series of improvement measures.Specific measures include simplifying examination procedures,improving examination content,guaranteeing the construction of ethics,supervision and training after employment.With the efforts of successive governments,the efficiency and quality of civil servant recruitment have been significantly improved,and the continuous improvement of civil servant ability has brought about the sound development of civil servants.This is undoubtedly what the US government expects most and what is most in line with the requirements of the political and social development of the US.The research on the employment system of civil servants in the United States is mainly demonstrated through four aspects.The first part expounds the definition of civil servants and studies the emergence of the employment system under the circumstances of changes.This part mainly analyzes the background of the emergence of civil service system through three representative historical nodes,namely,the Laws of adjusting and reforming the Civil service system in the United States,namely,Pendleton Act,Civil Service Reform Act and the "Remolding Government" movement.The second part is an in-depth analysis of the content of the employment system,mainly from the three aspects of employment form,employment qualification and job classification system to analyze the content of the American civil service system after its formal establishment.By comparing the similarities and differences between the federal government and the local government in the civil servant recruitment system,we can understand the practice of the American civil servant system in politics more comprehensively.The third part mainly discusses the on-the-job training,the salary,the external supervision and the moral construction of civil servants,and discusses the role of the employment system for civil servants.The fourth part is the analysis of the system design and the significance of the existence of the American employment system itself,through the analysis of the characteristics of the open system and the shortcomings of the "political",through understanding the emergence and development of the system,it is more clear that the system has a strong influence on the American political history. |
