Since the 18th Natio_-nal Congress of the Commu_-nist Party of China,Xi Jinping has visited Shanxi for three times,made strategic plans for the development of Shanxi,and placed great expectations on the transformation and upgrading of Shanxi.In January 2022,Xi Jinping encouraged Shanxi to take greater steps in high-quality transformation and development during his investigation in Shanxi.The economic transformation of Shanxi is to get rid of the dependence on the resource economy for many years,and realize the diversified and high-end development of industries at the same time.Human resources,as the key factor to support the economic and social development,should not be the short board to hinder the transformation,but the driving force to promote the transformation.From the perspective of statistics,the current situation of human resources in Shanxi Province has no obvious supporting effect on the regional economic and social development.Based on the strategic goal of"transforming into a prototype"during the"Fourteenth Five-Year Plan"in Shanxi Province,this paper analyzes the current situation and development law of human resources in Shanxi Province through historical data analysis,regional data comparison,regression analysis,and intermediary effect analysis;From the perspective of human resources ecosystem,learn from the research and practice of the construction of human resources ecosystem in resource-based cities at home and abroad in the con_-text of economic trans_-formation and development,deeply analyze the relationship and mechanism of education,industry,policy and other factors on human resources,and summarize the causes of problems in the human resources ecosystem in Shanxi Province;Taking the construction of the human resources ecological model of Shanxi Province as the goal,this paper analyzes the various elements of the human resources ecological system of Shanxi Province,studies its internal mechanism,and puts forward policy recommendations to optimize the allocation of human resources in the province.There are two main in_-novations in this paper.First,from the perspective of the role of human resources and the surrounding ecological environment,the theoretical exploration and research of the ecological environment of human resources management have been carried out,effectively expanding and deepening the research of human resources management theory;The second is to build an ecological model of human resources under the strategic goal of"transforming into a prototype"in Shanxi Province,and put forward countermeasures and suggestions accordingly.Through data analysis,this paper draws the following conclusions:the current situa_-tion of human re_-sources in Shanxi Province does not significantly support the regional econo_-mic and social de_-velopment,the per capita output value has a large space for improvement,the human resources have not been efficiently allocated and effectively developed,and the skilled and technical talents are insufficient,especially the high-tech and skilled talents,which has a certain gap with the national requirements,and has also become a hindrance to the high-tech industry in Shanxi Hidden worries about the development of strategic emerging industries.In addition,the human resources policy of Shanxi Province needs to look at the development and adjustment of regional human resources from a systematic perspective.On the basis of fully understanding the existing human resources ecology,especially on the basis of acc_-urately grasping the dyna_-mic changes of regional human resources,the effective direction and measures of human resources development should be proposed from the perspective of the government.
