Research On The Impact Of Venture Philanthropy Of Jiangmen On The Capacity Building Of Social Organizations

As a concept of introducing venture capital tools into the development of social organizations,venture philanthropy has been rapidly sought after by community and traditional charitable sector since it was founded by Steven C Rockefeller Ⅲ in the 1970 s.Since the 21 st century,venture philanthropy has entered China with the trend of occidental social innovation.With the help of the concept of transformation from "social management" to "social governance" at the 18 th National Congress of the Communist Party of China,it has become "everywhere" in China.However,for the national conditions and political system,China’s venture philanthropy shows a feature that is obviously different from that of Occident,as the venture philanthropy with Chinese characteristics,it is more dominated by local governments than enterprises.In 2014,based on the "Greater Civil Affairs" project,Jiangmen City,led by the Social Work Committee,launched the first venture philanthropy activity,with the elderly care and disability assistance project as a pilot,and gradually expanded its scope to special group services,community comprehensive services and other fields in the following years.This paper takes venture philanthropy of Jiangmen as the research object,and analyzes it on the basis of new public management theory and social synergy governance theory.From the starting point of project solicitation,project declaration,project review,project implementation and capacity building support,this paper analyzes the ways and problems of its contribution to the capacity building of social organizations,and puts forward effective policy suggestions for the development of venture philanthropy of Jiangmen.This paper expects to further play the role of venture philanthropy in improving the capacity of social organizations,and better foster and develop social organizations,at the same time,promote the establishment of cooperative relations among diverse social subjects,and better stimulate the vitality of diverse subjects in basic-level social governance.
