Over the past 40 years of reform and opening up,New China has made remarkable achievements in political,economic,cultural and other fields,and gradually realized the transformation from an all-round regulatory government to a limited service-oriented government.However,the connotation of the function of the government and implementation means is not fixed,in the face of increasingly complex international situation and complicated domestic situation,need our government to master the effective information in multiple fields to make substantial changes,the local people’s government as the authority of the administrative organization,in the transformation of decision-making accuracy and execution level of the success of the transformation of our government functions play a key role.The 20 th Congress of the Party proposed to continue to implement the strategy of rejuvenating the country through science and education and accelerate the construction of a high-quality education system.Compared with the goal of "high-quality education system" compared with the 19 th National Congress,this means that the local government has put forward higher requirements for higher education coordination.Therefore,the local government in how to clarify the provincial government higher education overall significance and the realization of higher education connotative development,and how to through the field of higher education to explore the new mode of local government function transformation,and promote the smooth development of the transformation of government function in our country,is still the urgent problem in our country.Education is a quasi-public good,and the local government is the administrator of higher education and the issuer of policy texts.The analysis of the higher education policy text issued by it can effectively see the changes of local government functions,which provides good data materials for us to analyze government functions and explore the path transformation of government functions.This thesis is based on the triangle coordination theory,new public management theory,responsibility government theory and policy type theory,Using literature analysis method,content analysis and comparative research method,On the basis of clarifying the functions of local governments in the development of higher education,From the three dimensions of the higher education policy text of Anhui Province from 1978 to 2021 and visual analysis of the text content,Discuss the transformation of local government in the functional focus,functional orientation,functional relationship and functional mode of function,To conclude that the behavioral characteristics of local government functions,Finally,the countermeasures and thinking combined on the actual local government.According to the research,in the process of social governance,local governments have three characteristics: single issuing subject,relatively centralized authority,fixed governance mode,compulsory governance as the main role,and "producer" is still the main role.Based on the perspective of the theory of responsible government,the following countermeasures are put forward: first,to build an efficient supervision system and improve the participation of departments;second,to improve the service evaluation system and improve the service capacity of the government;third,to innovate the concept of government governance and clarify the responsibilities of departments.Construct a complete set of research framework of "why to change--the basis of change--how to change".
