A Study On The Rural Governance Mode Of “Household Head System”

The strategy of Rural Revitalization was put forward by Comrade Xi Jinping in the nineteen major reports of the party.Governance is the foundation for Rural Revitalization.Rural Revitalization is the inevitable choice to realize the common prosperity of all people.But,China’s rural social structure is in a profound transformation,and rural governance is faced with problems that need to be solved,such as weak personnel,prominent contradictions between cadres and the masses,and more and more complicated disputes over villagers’ interests.All parts of the country are actively exploring and practicing and constantly innovating governance mechanisms and systems to achieve effective rural governance Since2016,Dizhai Street of Baqiao District of Xi’an has explored a new mode of rural governance,which takes the rural environment renovation as an opportunity,neighborhood relations as a link,villager autonomy as the core,and rural household head as the main body.Mobilize the enthusiasm of the majority of villagers who are the most direct stakeholders in rural governance,and let them turn their yearning for a better life into a driving force to promote rural revitalization.It has transformed the rural governance from a simple standard of villagers’ behavior to a good self-consciousness of the masses,and initially realized the government governance and social regulation the positive interaction of villager autonomy.Through in-depth interviews,this paper comprehensively shows the whole process of the implementation of the household head system in Dizhaistreet.From the pilot of individual villages to the comprehensive promotion of the whole street office,from simple environmental improvement to comprehensive rural social management,establish a platform for three-level heads of households representing a large number of ordinary people to participate in rural democratic politics,so as to make the countryside glow with new vitality.Compared with the strong administrative methods such as hiring external grid members and hiring more cadres in the village,the head of household system is a typical low-cost and efficient governance model.Using the collaborative governance theory,this paper analyzes the internal factors of the effectiveness of the head of household governance model from two aspects: the choice of collaborative governance path and the construction of collaborative governance mechanism,and summarizes and refines the "Dizhai model" of rural governance.At the same time,it analyzes the problems of different levels of governance effectiveness,weak systematic and organizational role of household heads,insufficient endogenous power and so on.Based on better realization of rural governance coordination,it discusses how to build external collaborative governance mechanism to promote the systematization and institutionalization of household head system;build information exchange platform to promote the integration and optimization of resources;strengthen cultural construction to create a "nostalgia" atmosphere;optimize the human resources of household head to build a sustainable development context,and finally form a new pattern of rural governance led by the government,coordinated by the society and shared by all.
