| In today’s world,talent is the number one resource,and governments all over the world are sparing no effort to compete for talent.Since the 18 th CPC National Congress,the Central Committee of the CPC has put forward the strategic thought of "gathering talents from all over the world and applying them" from the strategic height of the overall development of the Party and the country,and the full use of foreign talents has become an important factor affecting the future urban development.On the one hand,Chongqing,as the only municipality directly under the central government in western China and the national central city,has a great strategic positioning.On the other hand,the work of foreign talents in Chongqing still has a great shortage compared with other cities.At present,the main domestic researches still focus more on the policy and service perspective,and seldom take the satisfaction evaluation of foreign talents as the entry point to carry out researches.Based on this,the author of this paper,based on two theories of human capital theory and multiple collaboration,takes the satisfaction evaluation of foreign talents as the object,constructs the multi-dimensional satisfaction evaluation index system of foreign talents in Chongqing,including the working environment,social environment and supporting environment,comprehensively uses Likert scale method to process the questionnaire data.In this way,the satisfaction score of each evaluation index is obtained,and the entropy method is used to assign weight to the evaluation index affecting the satisfaction of foreign talents,and the rationality of the evaluation is further verified by multi-level analysis,so as to obtain the constraints affecting the satisfaction evaluation of foreign talents,and provide a basis for putting forward targeted countermeasures and suggestions on the satisfaction of foreign talents in Chongqing.Through empirical analysis,the author found that the overall evaluation score of satisfaction of foreign talents in Chongqing was 3.54 points,and the scores of20 specific indicators in 3 aspects were all above 3 points,indicating that the satisfaction of foreign talents in Chongqing was above average.Among them,the score of 6 indicators set by the social environment evaluation is relatively high,and several indicators are even above 4 points,indicating that foreign talents are relatively approved of the social environment,while the evaluation of 7 indicators set by the working environment is relatively low,indicating that foreign talents are not satisfied with the current working environment in Chongqing.Through the application of the empirical analysis results,it is concluded that there are five problems in the work of foreign talents in Chongqing,such as weak support,limited working platform,low degree of foreign community gathering,complicated residence procedures and incomplete supporting services.In order to solve these problems,this study intends to put forward countermeasures and suggestions to improve the satisfaction of foreign talents in Chongqing from several aspects,such as optimizing talent policy,improving administrative service level,optimizing supporting policies based on multiple coordination,introducing policies to promote the flow and sharing of foreign talents,and actively building an open work platform to improve urban employment prospects. |
