Research On The Value Implication And Optimization Path Of New Rural Sages Participating In Rural Moral Governance

The " Rural Revitalization Strategic Plan(2018-2022)" proposes to improve the modern rural governance system,emphasizing that the rule of virtue should nourish the rule of law,cultivate autonomy,and let the rule of virtue run through the whole process of rural governance.However,as far as the current situation of rural rule of virtue is concerned,the impact of modernization makes the current rural rule of virtue face the development dilemma of ’ traditional deconstruction ’ and ’ modern fracture ’.It is urgent to gather various resources to break through the dilemma of rural rule of virtue and improve the level of rural governance.As a new role of the times,the new rural sages not only embody the virtues of Chinese traditional culture,but also show the era of socialist core values.They are rare resources of rule of virtue in rural areas.Whether it is from the inheritance of traditional culture or from the perspective of innovative contemporary construction,the new rural sages have provided a level of discussion for the rural rule of virtue,and there should be more exploration on it.This study uses literature research method,comparative analysis method and case analysis method to optimize the path of new rural sages ’ participation in rural moral governance as the main line,and discusses the effectiveness and existing problems of new rural sages ’ participation in rural moral governance,in order to answer why it is necessary,feasible and advanced for contemporary new rural sages to participate in rural moral governance,so as to provide a theoretical basis for the new governance model of new rural sages.Specifically,first of all,the concept of new rural sages is defined.The research holds that new rural sages refer to the sages who have moral character,knowledge ability and local feelings in the new era,and can actively participate in and lead the rural governance in the new era with the goal of good governance of " three governance combination " of autonomy,rule of law and rule of virtue.Secondly,it explains the value implication of the rural sages ’participation in rural moral governance,emphasizing that new rural sages ’participation in rural moral governance is a vivid embodiment of carrying forward the excellent traditional Chinese moral governance culture,the realistic need to improve the efficiency of rural moral governance in the new era and the objective requirement to promote the modernization of rural governance.Furthermore,it analyzes the basic status quo of new rural sages ’ participation in rural rule of virtue,and points out that the effectiveness of new rural sages ’ participation in rural rule of virtue is mainly reflected in four aspects : promoting the development of excellent local culture,promoting socialist core values,reshaping rural rules and regulations,and resolving rural conflicts and disputes.However,at the same time,new rural sages ’ participation in rural rule of virtue also has problems such as value cognition needs to be deepened,ability and quality needs to be improved,participation channels need to be broadened,guarantee incentives need to be paid attention to,and supervision mechanism needs to be improved.Finally,it explores the optimal path for new rural sages to participate in rural moral governance,and proposes to create a good atmosphere for new rural sages to participate in rural moral governance from three aspects : strengthening party leadership,straightening out multi-party relations,and promoting new rural sages culture.Expand the platform channels for new rural sages to participate in rural moral governance from three aspects : strengthening organizational construction,building multiple platforms,and innovating service models;from the three aspects of improving the incentive mechanism,training mechanism and supervision mechanism,we should improve the operation mechanism of new rural sages participating in rural moral governance.
