Research On Collaborative Management Strategy Of Unexpected Events In Universities

China’s higher education has entered the stage of popularization.In the face of a huge group of universities and students,the incidence of university emergencies has risen rapidly,and the coordinated management of university emergencies has become a major topic of university management.This paper adopts the method of literature research,investigation and research,and system analysis to study the collaborative governance strategy of emergencies in colleges and universities,and draws the following research results and conclusions.(1)Based on the literature research method,a literature review was formed,relevant core concepts were clearly defined,and the theoretical basis of coordinated management of emergencies in colleges and universities was clarified.According to the investigation of 28 colleges and universities in Hunan Province,the emergency management of colleges and universities presents the following status quo or development trend: the macro-governance environment is gradually improved,the emergency organization system is gradually improved,the emergency handling capacity is steadily improved,and the awareness of cooperative governance is gradually improved.In the process of investigation and investigation,it was also found that there were many problems in the governance of emergencies in colleges and universities.This paper stated the problems and analyzed the causes in the following aspects: poor coordination mechanism,slow emergency response,poor command and coordination,absence of emergency support,inefficient public opinion control,and summary of aftermath treatment.(2)Regarding the occurrence attribution of university emergencies,this paper systematically studied the individual behavior,group behavior and public security emergencies and their occurrence reasons.As for the innovation of collaborative governance mechanism of university emergencies,this paper clarifies the core connotation,basic conditions,general principles and generation path of collaborative governance of university emergencies,which has certain application value to guide the construction of collaborative governance of university emergencies.(3)Put forward the coordinated management countermeasures and policy suggestions for emergencies in colleges and universities.From the perspective of colleges and universities,the collaborative governance of emergencies in colleges and universities must focus on three areas: constructing long-term mechanism of collaborative governance of emergencies,continuously improving common rules of collaborative governance,and fully exploiting the self-organizing function of self-organizing actors in colleges and universities in collaborative governance of emergencies.Based on macro management,this paper puts forward four policy suggestions for collaborative governance of emergencies in colleges and universities: standardizing the legal environment for collaborative governance of emergencies,establishing and improving the contingency plan and response mechanism for emergencies in colleges and universities,promoting the construction of social credit system,and accelerating the construction of "Internet +" collaborative governance resources for emergencies.
