In 2019,the Central Committee of the Communist Party of China and the State Council issued China’s Education Modernization 2035,explicitly stating that "by 2035,education modernization will be fully realized,education power will be fully ranked,and China will become a learning power and talent power." In 2020,the goal of compulsory education has been achieved.In the new construction stage,the balanced development of compulsory education in counties has moved towards high quality and balanced development.Education is an important part of their common development,and primary education is the primary stage of compulsory education.It is also an important cornerstone for students’ future study and life development.Under the correct leadership of the Central Committee of the Communist Party of China and the State,the poverty-stricken counties in Yan’an City entered the ranks of poverty alleviation in 2019,education in poverty-alleviation counties has achieved high-quality development,and primary school physical education has achieved fruitful results in software and hardware facilities.This paper makes a deep research on the physical education teachers,physical education teaching,physical education material environment and students’ situation in the primary schools in the three counties of Yan’an,and compares the present situation of physical education in the counties of Yan’an and the non-poverty counties.Research shows that:First,the basic situation of PE teachers in primary schools in Yan’an is almost the same as that in non-poverty counties.Secondly,the primary schools in Tuopin County and non-Poverty County have relatively sound teaching management.The teaching contents are mainly track and field,ball games and physical fitness exercises.Physical education can meet the national curriculum standards,but the teaching conditions need to be improved continuously.Third,there is still a certain gap in the guarantee of physical education conditions between Yan’an Shaoxin County and non-poor County.Fourth,in the extracurricular sports activities,the Poverty Alleviation County and non-poverty County Primary School rich in content,morning exercises,calisthenics,community development is good.Fifthly,in Yan’an,90% of the students reached the national standard in physical fitness test,and reported the analysis data in time.Sixth,most students like physical education,but need to strengthen the correct understanding of physical education curriculum.The following countermeasures are proposed:First,the education departments and schools should work together to build high-quality physical education teachers.Secondly,build an integrated teaching management mechanism.Third,the government,schools and society "trinity" development school sports material guarantee,help school sports developmentFourth,strengthen the guarantee of extracurricular sports activities,enrich the forms of extracurricular sports activities and optimize the sports competition mechanism.Fifth,adopt various forms to cultivate students’ lifelong sports consciousness...
