Education plays an important role to the rise and fall of the whole country’s future.The issue of educational punishment has attracted great attention among all walks of life.The promulgation of the "Primary and Secondary School Education Punishment Rules(Trial)" means that the issue of educational punishment has officially entered the new stage because teachers has rules to follow.Because the policy was published for a short time,the effects and difficulties encountered in the application of the "Rules" in the practical education and teaching management of primary and secondary schools are unknown.Therefore,after reading a lot of articles about education and punishment,this study selected teachers,students,and parents in rural primary schools in northern Shaanxi as the research objects.The current situation of the application of punishment has been investigated,the existing problems are sorted out,the causes are analyzed,and the countermeasures are put forward in a targeted manner,so that it can enrich the theoretical knowledge of educational punishment and implement appropriate education in the teaching management of primary school education in rural areas.So that it can provide practical reference for the related teachers.The study found that the main problems of educational discipline in rural primary schools in northern Shaanxi are as follows: First,teachers’ discipline methods are not standardized,and there are cases of "fear of use" discipline,abuse of discipline,corporal punishment and even disguised corporal punishment of students.Second,neither teachers nor students are aware of the basis for punishment,and teachers are at their discretion.Sometimes,in order to avoid taking responsibility,they "transfer" the right of punishment to class cadres,class teachers,or parents at will.Third,teachers are not sure about the strength of education and punishment,which is inconsistent with the mistakes made by students,and it is not conducive to the healthy growth of students.Teacher’s punishment are different,which is unfair to the related students.Fourth,teachers pay more attention to punishment than punishment,and the effect of punishment is not good.The main reasons for the above problems are: the educational disciplinary policies promulgated by the education administrative departments are not perfect,and the support and guidance for teachers are not in place;schools lack clear educational disciplinary rules and regulations,and policy propaganda is not in place;teachers’ theoretical grasp is not good,The overall quality needs to be improved;students and parents have insufficient understanding of education and punishment,the lack of communication between home and school,and low cooperation between the teachers and the parents.In response to the above problems and their causes,this study mainly puts forward countermeasures for the problems of education and punishment for teachers in rural primary schools in northern Shaanxi from five aspects: First,the education administrative department improves the policies and regulations of education and punishment,provides a mechanism for teacher punishment,and continues to issue educational punishments.Policies and regulations should arrange more special activities for the interpretation of educational disciplinary policies,and protect the legitimate rights and interests of teachers and students;second,the school formulates reasonable school discipline and school rules to ensure that teachers exercise the right of educational disciplinary correctly,and improve the school’s disciplinary counseling and appeal mechanism.Implement escort;the third aspect is that teachers keep learning,improve their comprehensive quality,scientifically implement education and punishment in accordance with the law,so that they have the courage to take responsibility,scientifically manage students who violate discipline,respect students,care for the students,innovate punishment methods,strive to achieve fairness in punishment,and strengthen the effect of punishment.Fourth,schools and teachers actively guide students to learn self-management,actively learn school discipline and school rules,consciously abide by student norms,usually participate in school management activities,learn to think in a different position,understand the purpose of teachers’ education,and start from the source.Fifth,schools and teachers strive for the support and guide parents to consciously assume the responsibility of managing students,strengthen communication with schools and teachers in peacetime,and work together to improve students’ education.Comprehensively cultivate and advocate positive publicity of social media for education and educating people.In this way,education and punishment can truly serve the all-round development of students.
