In recent decades,higher vocational education has cultivated many talents for the society,but with the progress and development of society,both vocational colleges themselves and enterprises have gradually realized that it is necessary to continuously strengthen the cooperation between schools and enterprises in order to cultivate more suitable enterprises.The emergence of the "dual system" technical and skilled personnel training model in higher vocational education is essentially a derivation of the modern apprenticeship system.Combining traditional apprenticeship training and modern vocational education,gradually build a dual subject of industry(enterprise)and school,dual identity of apprentice and student,dual teaching of master and teacher,dual management of enterprise and school,dual evaluation of enterprise and school It is a new mode of modern vocational education talent training with the main characteristics of dual certificate,graduation certificate and vocational qualification certificate,and dual education system of full-time and part-time,with the main goal of comprehensively improving the technical skills and professional quality of workers.The "dual system" talent training model,as a cooperation model established by schools and enterprises in modern vocational education,has been paid more and more attention by schools and enterprises.In this context of social development,Fujian Province issued the "Notice of the Fujian Provincial Department of Education and other five departments on the implementation of the pilot reform of the " dual system " technical and skilled personnel training model"(Min Jiao Zhi Cheng [2016] No.10)),the notice pointed out that it is necessary to further improve the school-enterprise cooperation education mechanism,and promote the establishment of a dual-oriented school and enterprise-led reform of the training model for technical and skilled personnel.By comparing and analyzing the typical schools of the "dual system" talent training mode in higher vocational colleges in Fujian Province,this paper discusses the development status of the current "dual system" talent training mode in higher vocational colleges in Fujian Province.And summed up the current characteristics and problems in the operation of the "dual system" project in higher vocational colleges in Fujian Province.Then the author found the reasons for the current "dual system" internal suspension of recruitment and rectification through visits and review of relevant policies.And through questionnaires and interviews and other analytical methods to analyze the development status of higher vocational colleges in Fujian Province.Finally,combined with the relevant theoretical foundations such as governance theory,some suggestions and countermeasures for improving the existing problems are put forward from the perspectives of the government,schools,industry associations and enterprises.The results show that the "dual system" training is an effective talent training model.The talent training goal has a positive role in implementation and needs to be continuously promoted and expanded.However,there are still some problems that need to be improved in practice,and it is necessary to strengthen the government to improve Relevant laws to strengthen market supervision and guidance functions.Strengthen the school-enterprise collaborative management,build a supply and demand exchange platform for the participants of the "dual system" project and formulate assessment standards,innovation of the student management system and active development of the enterprise.This paper hopes to alleviate some of the challenges faced by the current talent training system in Fujian Province,so as to help the further development of vocational education in Fujian Province.
