| Under the pressure of the global COVID-19 pandemic and economic downturn,the public welfare sector is facing pressure.Government fees for purchasing services have been drastically reduced or even cancelled.Some social work agencies are facing a precarious situation and need urgent transformation.The foundation is also looking for high-quality projects and programs from social work organizations and is gradually becoming an important project buyer for social work organizations.Therefore,it is of practical significance to study the action strategies of social work organizations in the face of different buyers for social work organizations to develop and seek for resources.In the process of project practice,from the stage of incubation of cooperation,the stage of relationship construction,the stage of project implementation and the stage of relationship maintenance,what kind of action strategies have social work agencies developed when cooperating and interacting with the project buyers?By comparing the action strategies of social work organizations in the face of the government and foundation buyers,this paper explores the differences in action strategies and the reasons behind the differences.Based on the theory of resource dependence,this study took Organization A in H City as an example,interviewed 6 managers and functional personnel of the organization,collected data through interview and observation,analyzed and processed the data through induction,and analyzed the resource status and action strategy of Organization A at the micro level.The results show that in different stages of project cooperation,social work agencies will adopt differentiated action strategies to obtain resources and achieve their survival and development.In the face of government buyers,mainly adopt adaptive,passive,flexible and developmental action strategies.In the face of foundation buyers,mainly adopt foreshadowing,active,guiding and reciprocal action strategies.When facing different buyers,the action strategies of social work agencies are dynamically adjusted according to the accumulation amount of resources,the substitutability of resources and the importance of resources.Their action strategies are the common product of resources,institutions and the purchase of square plastic.The results of this study have implications for the development of social work organizations and the action strategies for social work organizations to obtain resources.By summarizing the action strategies and experiences,he development of social work organizations can be better promoted. |
