In 21st century, the economical globalization tendency is day by day remarkable, the pivotal factor of whether China could take activity in the new international specialization depends on basic quality of human resource, therefore in this century it will be the important issue to improve Chinese farmers'qualities. Not only do behindhand western countries restrict the development of western cities, but also go against more development of eastern countries and cities, moreover, restrict our country's economical and social development. New industrialized path and transferring economy growth to depending on technical progress and improving the quality of laborer were put forward in the 16th Communist Party of China representative assembly conspicuously. Chinese GNP will multiply four and the goal of constructing comprehensive well-off society will be achieved in the year of 2020, which needs the strategy strengthening the country's power that depend on talented people, therefore hundreds of millions of high quality laborers and tens of millions of specialized talented people and numerous of innovative talented people are needed. Vocational education and training of western countries is the essential path to transfer rural labor force. For western countries, it is essential to increase the human resource exploitation, especially increase vocational education and training in order to push their social and economical development and increase farmers'incomes, solving"three agricultural problems". So, it is an urgent assignment to explore suitable vocational education and training modes of western countries and improve skill and quality of rural labor force.This article applies methods of literature and compare to analyzing extant conditions and problems of vocational education and training of western countries on the basis of referring to plentiful relative materials. It build a new vocational education and training mode that is"1-2-3-2-1"systems including one practical standard and management system ,two grades , three levels, two forms and one effective supervision and security system. In detail, two grades refer to center duty education and vocational training; three levels refer to agricultural technical laborers, the tertiary industry service laborers and technical talented people engaged to industry; two forms refer to local vocational education and training and transferred vocational education and training. With regard to extant condition of western rural labor force, the local training and education modes including amalgamation of school record education and short-term training , combination of concentrated and dispersive training, combination of short-term adaptive and technical grade training, item training, establishing network school in county, town, country, and transferred education and training modes including building union school of Chinese east and west , training of migrant worker ,directive training through assignment by important item , are main suitable vocational education and training modes of western rural labor force. In the end ,the new paths of carrying out new modes include clarifying the goal and innovating method of establishing school; reforming contents and improving quality of teaching; perfecting multi-channel investment system and increasing the investment of rural vocational education; strengthening the instruction of teacher team of vocational education and training; making employed enter and vocational certificate systems strict; using modern education method and generalize new adult education; establishing perfect vocational education and training supervision and security system. The modes are urgently needed in reality as well as foresighted in theory. The research expects to put forward reasonable policy proposal for Chinese western vocational education and training and be valuable to western development of rural economy in theory and reality.
