Research On The Problems Of Laboratory Safety Management In Provincial Universities

According to the List of National Institutions of Higher Learning in 2019 disclosed on the official website of the Ministry of Education,as of June 15,2019,there were 2688 general institutions of higher learning in the country,including 2587 provincial institutions of higher learning,accounting for more than 96%.Provincial institutions of higher learning play an important role in China’s higher education system.The laboratory,as an important part of the provincial undergraduate universities,plays a vital role in the daily experimental teaching and research of undergraduate and graduate students,and undertakes the mission of cultivating talents and exploring the scientific unknown.With the increase of the number of laboratories,laboratory safety accidents occur frequently,which further exposes the lack of safety awareness of teachers and students,and the unreasonable layout of laboratories There are many problems such as insufficient investment in laboratory safety,poor management,and formal safety inspection.These problems have brought great challenges to the laboratory safety management of provincial universities.The object of safety management is risk,and the result of safety management is either safety or accident.The article takes Z University,a provincial undergraduate university,as the research object.Based on the statistical analysis of data on laboratory safety accidents in domestic universities that have been publicly reported by the media in the past decade,through on-site visits and research,student surveys,and interviews with management personnel,the article comprehensively analyzes the causes of two laboratory safety accidents in Z University,and understands the basic overview of laboratory safety in Z University and the current practices of laboratory safety management.Based on the theories of accident causes,diversified collaborative governance,and safety systems,it is analyzed that the problems in laboratory safety management of Z University include the dispersion of management subject power,weak safety awareness of management objects,insufficient ability to respond to management forms,and outdated management methods.It is found that the main reasons are the imperfect diversified collaborative governance system,unreasonable training course design,and incomplete relevant management systems due to insufficient investment in management resources and other reasons,by referring to the laboratory safety management experience of Tsinghua University and Duke University,and combining with the specific situation of provincial undergraduate university Z University,the article proposes to establish a complete laboratory safety training and institutional system from four aspects: the main body of management,the object of management,the system of management,and the methods of management Increase resource investment in software and hardware,and attempt to establish a "four dimensional integrated" laboratory security management system.Safety is benefit and safety is value.Doing a good job in safety is to create value,and this value is long-term,strategic,benefiting the whole people and the whole society.
