| In recent years, the difficult and low conversion rate of scientific and technological achievements in Chinese universities are very prominent. To improve the initiative of inventors, the mixed ownership of post scientific and technological achievements emerged at the historic moment. As the primary audience of the mixed ownership policy of post scientific and technological achievements, university teachers play an essential role in effectively implementing the policy. Therefore,it is essential to study the willingness and behavior of university teachers to accept the mixed ownership policy of post scientific and technological achievements. From the perspective of university teachers, this study constructs a mechanism for the willingness and behavior of university teachers to accept the policy of mixed ownership of post scientific and technological achievements, explores the formation mechanism and operational logic behind it,and studies the factors affecting the willingness and behavior of policy acceptance.Perceived risk variable is introduced based on the Decomposed Theory of Planned Behavior(DTPB).Perceived usefulness, perceived ease of use, perceived risk, superior influence, peer influence, convenience and self-efficacy are used to influence university teachers’ willingness to accept the policy of mixed ownership through literature review, theoretical research and field interviews. The theoretical model and influence mechanism of university teachers’ willingness to accept the mixed ownership policy and their behavior were constructed. To verify the proposed theoretical model and related hypotheses, this study distributed questionnaires to university teachers in Sichuan Province, and a total of396 valid questionnaires were collected.SPSS26.0 and AMOS22.0 were used to analyze the collected questionnaire data empirically. The results showed that perceived usefulness and perceived ease of use have significant positive impacts on behavioral attitude, perceived risk has a significant negative impact on behavioral attitude, superior influence and peer influence have significant positive impacts on subjective norms, convenience conditions and selfefficacy have significant positive impacts on perceived behavioral control.Behavioral attitude, subjective norm and perceived behavioral control have significant positive impacts on acceptance intention, and perceived behavioral control and acceptance intention have significant positive impacts on acceptance behavior. In addition, there are significant differences in acceptance willingness and behavior of university teachers with different individual characteristics to the mixed ownership policy of post scientific and technological achievements.Age and gender moderated the effects of perceived usefulness, ease of use and subjective norms on willingness to accept the mixed ownership policy of post scientific and technological achievements.Research type moderates the effects of perceived usefulness and subjective norms on willingness to accept the mixed ownership policy of post scientific and technological achievementsBased on the questionnaire survey results, this paper further analyzes the understanding and approval of university teachers on the reform of ownership or long-term right of use of post scientific and technological achievements. It discusses teachers’ preference for different ownership of scientific and technological achievements(full ownership, mixed ownership and long-term right of use).It is found that university teachers prefer long-term tenure over full ownership and mixed ownership. Finally, based on the above research results and combined with the reality of "mixed reform",this paper puts forward countermeasures and suggestions to strengthen the willingness and behavior of university teachers to accept the policy of mixed ownership of post scientific and technological achievements,to provide a reference for improving the policy of mixed ownership.Among them, universities need to improve the policy environment, increase publicity, consider the group difference;university teachers need to take the initiative to understand and learn the mixed ownership policy to enhance their scientific research and innovation ability;research intermediaries need to improve their professional level and promote the effective connection between the scientific research and market demand;the government needs to optimize the top-level design further and maintain policy stability. |
