| With the development of economy and society and the continuous improvement of people’s income and quality of life,there is a growing demand for fair and quality education.High-quality educational resources are often scarce,and it is increasingly prominent that the contradiction between people’s growing desire for educational fairness and the uneven distribution of educational resources.How to solve these contradictions has become the primary task of basic education.Education group is not only an innovative way for local educational administrative departments to promote the balanced and high-quality development of basic education,but also a way encouraged by national policies.Education group is a hot spot of current educational reform and an effective way to realize high-quality and balanced development of educational resources.A lot of valuable experience has been accumulated and a lot of research results have been achieved in the process of domestic practice and exploration in the past two decades.On the basis of sorting out the research related to education group,the article uses the educational equity theory,public product theory and economies of scale theory from the perspective of operation mechanism.It comprehensively uses the methods of literature analysis,questionnaire survey and interview research methods,selecting Ganzhou public primary school education group as the research object,taking Ganzhou D education group as a typical case,and carrying on the research from the following aspects.First of all,from the three elements of the government,the well-known school and the weak school,taking the experimental stage,the promotion stage and the deepening stage as the time axis,the operation of education group in Ganzhou is analyzed from the organization mechanism,communication mechanism,incentive mechanism,sharing mechanism and exit mechanism.Secondly,the operation mechanism of collectivization of public primary education in Ganzhou was used as the research object.By distributing questionnaires to more than 400 teachers and 400 parents of public elementary school in Ganzhou,and selecting some leaders of the Education Bureau,principals of group schools,middle-level cadres of group schools,ordinary teachers,and parents of students to conduct in-depth interviews,the article analyzed the current situation of education group in public elementary school in Ganzhou in terms of organization mechanism,communication mechanism,incentive mechanism,sharing mechanism,and exit mechanism.In addition,Taking D Education Group in Ganzhou as a typical case study,a large number of questionnaires and interview notes were collected and analyzed based on public product theory,economies of scale theory,and governance theory,and the problems in education group were found: first,the organizational mechanism was slightly weak;second,the communication mechanism was not smooth enough;third,the incentive mechanism was not sound enough;fourth,the sharing mechanism was not perfect enough;and fifth,the exit mechanism was not mature enough.Finally,in view of the problems in the education group,the paper analyzes three reasons: the imperfect policy guarantee mechanism,the unoptimized group management system and the unbalanced allocation of educational resources.It also gives some suggestions on how to improve the operation mechanism of collectivization of public primary education in Ganzhou.From the external governance system,public primary school should improve the system,standardize the healthy development of the group.It should also govern the environment,and guide the orderly development of the group.The article put forward that public primary school should from the internal management system: improve the organization and enhance the ability of campus governance,seek common ground while reserving differences and create a campus symbiosis model,optimize the teaching staff and improve the professional level of teachers. |
