Research On The Operation Mechanism Of Public Training Base Of Vocational Education In China

As an important platform and supporting force to improve the school running ability of vocational education and improve the training quality of specialized skilled talents,public training base undertakes the training task of high-tech applied and highly skilled talents.Its construction and operation are directly related to the economic and social development of our country.A set of efficient and reasonable operation mechanism plays an important role in realizing the strategic goal of national talent training and promoting the sustainable and balanced development of public training base.Therefore,this paper will systematically present the overall characteristics of the operation mechanism of China’s vocational education public training base through the analysis of two significantly representative public training bases in China’s vocational education,in order to provide experience and enlightenment for the construction and operation of other public training bases in China’s vocational education.In order to further explore and improve the long-term operation mechanism of vocational education public training base,firstly,under the guidance of stakeholder theory,resource integration theory and collaborative governance theory,this study analyzes the basic elements of the operation mechanism of public training base,and constructs the analysis framework of the operation mechanism of vocational education public training base in China,the operation mechanism of public training base includes four dimensions: investment mechanism,resource construction mechanism,communication and coordination mechanism and guarantee mechanism.Secondly,this study selects China(Tianjin)vocational skills public training center and Jiangxi national vocational education virtual simulation demonstration training base as cases,deeply analyzes the two public training bases,and systematically discusses the underground public welfare operation mechanism and market-oriented operation mechanism of China’s vocational education public training base.Finally,through in-depth comparative analysis of the commonness and individuality of the operation mechanism of the two cases,this paper scientifically explains the specific characteristics of the operation mechanism of the public training base of vocational education.Based on the research of this paper,we can see that the current operation mechanism of public training base has some problems,such as low sustainability of capital investment,lack of innovation in fund management mode,insufficient development of training resources,lack of comprehensiveness of training resource platform function,imbalance of training docking links,lack of boundary of base management mechanism and unreasonable structure of teachers,based on the in-depth summary of the experience of the operation mechanism of China’s vocational education public training base,this paper puts forward that the operation mechanism of China’s vocational education public training base should be optimized from the following aspects: optimizing the investment mechanism with the participation of multiple social subjects,constructing the resource construction mechanism with the training demand as the core explore a high-level communication and coordination mechanism with complementary functions and establish a comprehensive and effective guarantee mechanism.
