Research On The Old-age Care Model Of Landless Farmers In Xiangtan County

With China’s rapid urbanization process,the continuous increase of urban land,It is the only way for development and expansion to expropriate of farmers’ land,resulting in the gradual reduction of rural per capita cultivated land,the traditional landbased pension model has further weakened,and thousands of years of farming culture has created a single life mode for farmers to rely on land for self-sufficiency.Rural residents have lost their land security,and their production and lifestyle will also change greatly.Without a stable income,the problem of old-age security has become an insurmountable gap for landless farmers.The old-age security of landless farmers is the most important part of the social security system of landless farmers.How to effectively protect the old-age life of landless farmers has aroused great concern of the society.Therefore,improving the old-age model of landless farmers is an important topic and it is worthy of in-depth research.This paper selects the pension model of landless farmers in Xiangtan County as the research content,and carries out the research by using the knowledge of demand level theory,land for security theory and social security theory.Firstly,using the method of literature research,we understand that the pension models of landless farmers at home and abroad are mainly divided into three types:social insurance pension model,family pension model and commercial insurance pension model.Secondly,using the methods of questionnaire and in-depth interview,this paper analyzes the current situation of the pension model of landless farmers in Xiangtan County,including the regional summary,population age structure,urban development level and the basic situation of landless farmers in Xiangtan County,the distribution of survey samples and the analysis of the current situation of the pension model;Thirdly,using the empirical analysis method and the ordered Probit regression measurement model,this paper explores the factors that significantly affect the satisfaction of the elderly care model of landless farmers in Xiangtan County,and makes an empirical analysis and research from five aspects:land acquisition,family status,government decision-making,self factors and psychological expectation,so as to obtain the annual income of landless farmers(Income),perception of benefits before and after land acquisition(Change),land acquisition standards and policies(Policy),willingness to acquire land(Will),family income structure(Source),source of pension costs(Cost),insurance coverage(Insurance),and pension security strength(Strength)),laws and regulations(Statute)and pension trend expectations(Prediction)will significantly affect the satisfaction of landless farmers in Xiangtan County.Based on the conclusions and enlightenment of empirical research,this paper analyzes three reasons:the impact of urban-rural dual structure,the lack of government main responsibility and the own factors of landless farmers,resulting in the problems of the old-age security model of landless farmers in Xiangtan County,such as the blocked old-age security model,the weakening of family old-age function,the low participation rate of commercial insurance and the loss of land security function.Finally,on the premise of following the three basic principles of "government leading,bottomup guarantee,progressive level,allocation on demand,integration of resources and participation of all parties",in view of the above problems,it is proposed that the improvement of the pension model for landless farmers in Xiangtan county should start from three aspects:gradually breaking the urban-rural dual structure,giving full play to the leading role of the government and improving their own conditions,and in order to build a multi-level pension model for landless farmers based on "Government Family".
