| With the Government Work Report in 2021,Premier Li Keqiang put forward the goal of enhancing the balance and coordination of regional development,and deeply implemented the major regional strategies and regional coordinated development strategies.and promoting regional coordinated development is also the long-term goal in 2035.In this context,highquality regional economic development has become the pursuit of regional development,and low-carbon economy and green development are more in line with the goal of current economic development.Water is a natural resource for human survival,so the water environment problems in the basin directly affect the quality of production and life of residents.However,with the development of economy and society,the pressure on water environment caused by human activities is increasing,which leads to a series of problems,such as deterioration of water quality,shortage of water resources,degradation of water ecosystem function and so on,which hinders the sustainable development of the basin.In the process of river basin water environment governance,governments at all levels have paid attention to the construction of environmental protection and governance projects,industrial structure transformation and upgrading and technological upgrading,and achieved certain results.However,there are still difficulties in collaborative governance among governments,especially among provinces.The uncertainty of cross regional cooperation and the difference in the entry of social capital between regions may lead to problems such as repeated construction to some extent,it restricts the improvement of water environment treatment efficiency in the basin.This study defines the two core concepts of social capital and river basin water environment governance efficiency by integrating the relevant literature on river basin water environment,collaborative governance and environmental governance efficiency.At the same time,based on the new regionalism theory,externality theory and collaborative theory,Through the relationship between the transmission of negative externalities affecting the risk of groundwater environment,the analysis of the comprehensive carrying capacity of the river basin and the effectiveness and shortcomings of the existing governance means,this paper discusses the possibility of the elements of river basin water environment governance,especially the possibility of social capital participating in river basin water environment governance,and forms the theoretical framework of this study.Then,taking the Yangtze River Basin as an example,the input indicators and output indicators are set,and the indicators to measure the negative externality of the river basin water environment are included.The SBM model is used to measure the water environment governance efficiency of 19 provinces and cities in the Yangtze River Basin from 2001 to 2019,analyze and compare the regional differences and the changes of the overall water environment governance efficiency.Finally,the threshold variables and control variables are set in the dynamic threshold panel model to analyze the impact of the investment level of social capital on the efficiency of watershed water environment governance,and put forward countermeasures and suggestions for improving the efficiency of watershed water environment governance through the results and analysis,in order to strengthen the coordination and cooperation among provinces in water environment governance and make rational use of social capital investment,Give play to its governance externality function and reduce cost waste,so as to finally promote the improvement of water environment governance efficiency. |
