Research On Existing Problems And Countermeasures Of Land Circulation In Haizhou District Of Lianyungang City

Land is one of the most important material production materials and fixed assets for farmers.Who manages the land and how to manage it is an important factor for agricultural development to increase farmers’ income and rural stability.With the development of economy and society,a large number of rural laborers have transferred to cities and towns,and the transfer of rural land management rights has also developed rapidly.The Party Central Committee and the State Council attach great importance to land transfer work,a series of policies have been issued to maintain the order of land transfer and promote the development of land transfer.Local governments at all levels have also formulated relevant management policies according to their own actual development.However,the current practice of rural land transfer in my country is still faced with the problems of insufficient income expectations for both parties and low land utilization rate.Further research and targeted suggestions are needed to promote the orderly and rapid development of rural land transfer.This thesis takes the rural land transfer in Haizhou District as the research object,and takes the public management theory as the guide to conduct an investigation and research.The study found that the rural land transfer situation in Haizhou District is generally good in recent years,but there are also some problems,such as the relatively large blind movement of farmers during the transfer process,the irregular transfer process,and the "non-agricultural" use of land after transfer.These problems in rural land transfer in Haizhou District are caused by the farmers themselves,and more importantly,caused by some problems in the management of the grass-roots government,insufficient cooperation in Shanghai leads to lax implementation,etc.Therefore,when exploring the practical path of rural land transfer in Haizhou District in the new era,we need to start from the following aspects: first,improve basic policies such as rural land property rights,social security,and transfer norms;second,strengthen grass-roots governments and various functions Inter-departmental collaboration on industry planning guidance,illegal land disposal.third,support and encourage the development of third-party intermediaries such as rural land transfer information sharing platforms and conflict and dispute mediation.
