Research On The Construction Mode And Promotion Path Of New Farmhouses In Wuxi That Adapts To The Strategy Of Rural Revitalization

More people and less land is one of China’s basic national conditions.In recent years,with the development of urbanization and the growth of population,the situation of land resources has become more severe.There are some problems in rural areas,such as unclear ownership of collective assets,serious waste of land resources and the increase of dangerous houses.In 2020,China has achieved the grand goal of building a well-off society in an all-round way,and achieved phased victory in poverty alleviation.In this process,China has fully realized the "Two no worries and three guarantees" for the rural population,and the housing safety of farmers has been basically guaranteed.This year’s No.1 central document of the Central Committee pointed out that we should "do a solid and orderly job in rural development,rural construction and rural governance." As a link in rural construction,rural housing construction is not only a matter of people’s livelihood,but also a matter of development.It is not only related to the quality of life of farmers and the level of ecological livability in rural areas,but also related to a series of major issues such as the process of urban-rural integration,industrial prosperity and old-age security.In this context,it has become a key issue to explore the existing mode and development path of rural housing construction.This study mainly uses the methods of questionnaire and in-depth interview to investigate and analyze the basic situation of new rural housing construction in Wuxi since2017.The research objects are 32 administrative villages(including 36 pilot villages)in 12 towns in the city.This paper summarizes the model of new rural housing construction in Wuxi in practice,and deeply analyzes the problems and reasons existing in the pilot process.The study found that at present,Wuxi has formed a construction mode of "two subjects and three principles",which basically meets the requirements of the Rural Revitalization Strategy,and the people’s satisfaction is high,but there are still some deficiencies that need to be improved.Wuxi pays special attention to the guidance of government planning and local grass-roots innovation in the construction of new rural houses.In the process,it adheres to the construction principle of original address,original area and original height,and always takes the satisfaction of villagers as the work goal.The results show that the quality of rural houses and rural appearance have been significantly improved,the highlights of local characteristics and cultural construction have increased,and the enthusiasm and policy recognition of farmers have been continuously improved,Industrial supporting facilities and livelihood support are more complete.However,with the increase of development demand and the impact of changes in fertility policies,the government has the problem of unclear functions,which is mainly reflected in the imperfect coordination mechanism and immature supervision mechanism;The grass-roots cadres have vague qualifications when implementing the tasks of their superiors,and they are always faced with difficulties when doing the coordination work of the masses;Moreover,due to the violation of will and behavior,it is difficult to unify collective and individual interests,and the participation of some farmers is not high enough.The study believes that the main reasons for these problems are the contradiction between land supply and demand,too fast policy adjustment and low integration with other aspects.In this regard,we can improve the efficiency of government departments by establishing a supervision mechanism and forming a joint force of departments,promote the smooth development of grass-roots work by strengthening land use and policy guarantee,and finally meet the people’s willingness to build houses through classified and orderly promotion and opening up green approval channels.
