Research On "Revitalizing The Remaining Assets" In Rural Areas

"Third line construction" is China’s large-scale national defense,science and technology,industry,transportation and other infrastructure construction with war preparedness as the guiding ideology in the 1960 s and 1980 s.Following the policy of unified leadership of the Central Committee,the preparatory construction began in1964,which is a major strategy for the establishment of national defense and industrial system in New China.It has laid a good development foundation for the future industrial development of the central and western regions.With the progress of science and technology and the rapid development of economy in China,the former "third line factory" has been relocated on a large scale.During the "third line construction" period,as an important part of industry,it has become the product of history and gradually become the memory of history.However,the large-scale "third line construction" has left a considerable number of architectural relics and construction land in many rural areas.These legacy assets have been idle for a long time.Now,with the promotion of the Rural Revitalization Strategy,these legacy assets have entered the window period of revitalizing and utilizing.At present,the research on "third line construction" from the perspective of rural economy is not sufficient,which makes the revitalization of the remaining assets of the "third line construction" a valuable topic both from the academic level and the practical level.Firstly,on the basis of literature research,from the perspective of rural revitalization,this paper analyzes the coupling relationship between the revitalization of the remaining assets of the "third line construction" and the Rural Revitalization Strategy.It is found that the revitalization of the remaining assets of the "third line construction" should become an important starting point for the revitalization of the rural areas in which it is located.Secondly,using the method of field investigation,this paper studies the legacy assets of four typical rural "third line construction",and finds that the legacy assets of "third line construction" have the characteristics of large volume,high degree of idleness and large revitalization value,and have entered the "window period" of revitalization and utilization.Then,based on the field survey,this paper combs the key difficulties existing in the revitalization practice,such as the reasonable mediation of the interests of local residents,and puts forward the development model of "planning first,second promotion,business innovation and benefit sharing".Finally,it is proposed to do a good job in economic development and business form selection,explore the wealth and economic value of these legacy assets,activate rural resource elements,promote the rapid development of local rural economy and help the realization of Rural Revitalization.
