| At present,China is in a period of transformation from extensive quantitative expansion to high-quality development,and the work efficiency and work results of government departments also need to be reflected through higher performance management levels.After decades of research and application in China,the performance evaluation system of government departments has begun to has a certain scale initially,but it is far from enough specialization and refinement.Under this situation,the establishment of a personalized and universal performance evaluation index system for various professional departments has also become a key point and breakthrough point for promoting the performance management of government departments.Considering that the transportation sector involves people’s livelihood and its functions touch many aspects of people’s lives,this paper chooses to carry out optimization and application research on the performance evaluation index system of the transportation sector,uses the balanced score card(BSC)as the method of optimizing the performance evaluation index system,and after fully consulting experts and soliciting opinions,after analysis and demonstration,initially establishes the performance evaluation index system of the transportation sector with the four levels of finance,customer(service object),internal process,learning and growth as the main content.Then,the analytic hierarchy method(AHP)is used to assign the weight of the index,the rationality of the index is determined by the importance judgment matrix calculation,and the objective and quantitative standard measurement is selected as the main one,and finally the performance evaluation index system of the studied transportation department is constructed,and the Transportation Bureau of J City is used as an application example to deeply analyze the problems and shortcomings in the current performance management,and finally put forward the application suggestions of the index.The results show that the performance evaluation index system improved according to the balanced scorecard model is representative and can be effectively applied in the transportation departments at the prefecture and city level to improve the work process and work results,and provides a comprehensive and standardized guiding framework and practical operation plan for the performance evaluation management of the transportation department. |
