| Housing is fundamental to people’s livelihood and is a major concern for national development and the well-being of the people.Only live in peace,can be happy,only live in peace,can be safe.Public rental housing is an important part of the housing supply system,which is of great significance in promoting the structural reform of the housing supply side,constructing the new development model of the industry,and promoting social harmony and stability.It is a major issue concerning the development of the country and people’s well-being.The social economy has been developing rapidly,especially after the comprehensive reform and opening up,the rapid development of the market economy has driven the progress of the real estate market,and the housing price has also risen.The development of the real estate economy has brought huge economic and financial benefits,and local governments also link the real estate economy with local GDP.On the one hand,the government and people enjoy the benefits brought by the real estate economy,but on the other hand,the soaring real estate price also makes most urban residents feel great pressure,especially the urban low-income and lower-middle income families.Let the housing problems of these families become more and more prominent,and as the government,especially our country has been people-oriented service purpose,it is necessary to timely help solve the housing problems of these low-and middle-income families,the security and management of public rental housing is becoming more and more important.Wuxi Xinwu District actively implements the policy of public rental housing,strengthens the guarantee,strictly follows the access mechanism,follows the system of"three reviews and two announcements",ensures the open,fair and just distribution,and on this basis,ensures all the necessary guarantees.During the "13th Five-Year Plan"period,Xinwu District accepted a total of 50 public rental housing families and issued public rental housing family hardship rental subsidies of 556,400 yuan,which successfully solved the housing difficulties of low-and middle-income families in Xinwu District.However,in fact,due to the late time when Xinwu District became a"district",there are many problems in the management of public rental housing,such as imperfect management of public rental housing,property management is not in place.and the management level of public rental housing does not match its economic strength,so there is still a large room for progress.The management level of public rental housing directly affects the guarantee effect of public rental housing.In order to actively play the guarantee role of public rental housing,the management of public rental housing in Xinwu District should be actively faced and solved.This paper mainly focuses on the problems existing in the management of public rental housing in Xinwu District of Wuxi City.Based on the theory of public goods,the theory of service-oriented government and the theory of equity,this paper collects,organizes and analyzes the current status and existing problems of the management of public rental housing in Xinwu District of Wuxi City through literature research,interviews and questionnaires.Through the analysis,it is found that there are some problems in the management of public rental housing in Xinwu District of Wuxi City,such as difficult access recognition,difficult exit,difficult property management,imperfect housing supply management,incomplete coverage of security,lack of professional operating institutions of public rental housing and so on.In view of the above problems,the corresponding reasons are analyzed,and it is concluded that the main reasons are:the access identification has not formed a scientific system,the legal awareness of family protection,the supervision of the management department is insufficient,the public rental housing supply management is simple,the public rental housing policy publicity is not in place,the public rental housing operation management market participation enthusiasm is not high.Finally,corresponding countermeasures and suggestions are put forward:scientifically improve the access review system,perfect the exit mechanism,raise the legal responsibility awareness of the guaranteed objects,strengthen the supervision and inspection of the public rental housing administration department,optimize the management of public rental housing,improve supporting facilities,strengthen the publicity of public rental housing policy,and actively introduce the operation and management market of public rental housing.Through this study,we hope to promote the further development of public rental housing management in Xinwu District of Wuxi City,improve the management ability and do a good job in housing security services. |
