| Science and technology are an important force to promote social development,and innovation is the driving force for development.In recent years,new R&D institutions have become a force in the emerging technology industry,stimulating the vitality of technological innovation.The new R&D institution is an attempt to innovate the scientific and technological system.It is an enterprise with an independent legal person jointly invested and established by the university,the district government and the enterprise.The current market competition is becoming more and more fierce,and new R&D institutions in the early stage of development want to occupy more market shares and gain a firm foothold in the industry.Optimizing the internal performance management system is one of the important measures.Because the Balanced Scorecard has the characteristics of comprehensive evaluation and strong applicability,it can adjust the assessment dimensions and evaluation indicators according to the development strategy and management needs of the implementation entity,which helps to give full play to the competitive advantage of enterprises and promote the achievement of strategic goals,so it is widely used.This paper adopts the case study method,select JD Research Institute,a new R&D institution in Nanjing as the research object,combines the theoretical knowledge of performance management,balanced scorecard,AHP,etc.,to reconstruct the performance evaluation system of JD Research Institute,and evaluates the current performance of JD Research Institute.Deficiencies in management can be optimized.At the same time,it proposes a series of management measures that JD Research Institute needs to implement,such as establishing and improving relevant supporting systems,improving information platforms,etc.,to ensure the implementation of the optimized assessment system.The main conclusions of the research are as follows:(1)The current research institute uses the management by objectives method for performance management,but according to the results of the questionnaire survey of managers and core employees and the development trend of the research institute’s business performance,it is reflected that the performance management system of the research institute cannot match the development.need.(2)The main problems of the current performance management system of the Institute are: the current performance appraisal management objectives and strategic objectives do not match,the evaluation indicators are not comprehensive and not implementable,and the entire evaluation process is relatively subjective.(3)The balanced scorecard can decompose strategic objectives into evaluation indicators,and comprehensively and objectively evaluate the operating performance of the institute.According to the completion of various indicators,we can find the shortcomings in the current management and put forward targeted suggestions.(4)The evaluation system of JD Research Institute has been optimized.Compared with the performance management system of the year,the evaluation content is more comprehensive and the evaluation process is more objective.Before implementing the new performance appraisal system,it is necessary to implement various safeguard measures,such as establishing and improving various supporting systems,improving information platforms,etc.,to ensure the smooth operation of the performance appraisal system. |
