Research On Business Process Reengineering Of Comprehensive Consultation For Investment Decision Of Urban Regeneration Project

China’s urban regeneration projects are on the rise,forming a new growth pole for the accelerated development of the engineering consulting industry.However,in practice,it is found that the original fragmented investment decision-making stage consulting services and single organisational structure of engineering cost consulting enterprises in the new era are difficult to adapt to the huge new demand market of urban regeneration projects,and the development path of engineering cost consulting enterprises to provide comprehensive consulting services for investment decision-making of urban regeneration projects is not yet clear,which affects the achievement of the objectives of urban regeneration projects and their performance,and is not conducive to the long-term development of engineering cost consulting This has affected the achievement of goals and performance of urban regeneration projects,and is not conducive to the long-term development of engineering cost consulting enterprises in the new competitive market environment.Based on the business process reengineering theory,this study explores the feasibility and realisation path of traditional engineering cost consulting enterprises in China to carry out comprehensive consulting services for investment decision-making in urban regeneration projects.The main research contents are as follows.(1)Feasibility analysis of business demand identification and business process reengineering.First of all,based on text analysis and semi-structured interviews,this study analyses the business needs of comprehensive consulting for investment decision making in urban regeneration projects,and sorts out the business scope and product list of comprehensive consulting for investment decision making in urban regeneration projects through sample collection → data analysis → model construction → model analysis.Then the PEST model and the five forces model were used to analyse the environment and motivations for business process re-engineering,so as to analyse the feasibility of business process reengineering for engineering cost consulting companies.(2)Analysis and construction of a new business process to meet business needs.Based on the analysis of the business needs of comprehensive investment decision consulting for urban regeneration projects,this study uses comparative analysis to diagnose the business processes of traditional investment decision consulting,and then constructs a framework for business process reengineering of comprehensive investment decision consulting for urban regeneration projects based on the balanced scorecard method,and then analyses the content points and main processes of five modules,such as planning,planning and feasibility analysis,to design a business content map for practical use.A business content map is designed for practical use.Finally,a support environment is built for the smooth implementation of the integrated investment decision-making consultancy for urban regeneration projects,based on two aspects: "digital technology" and "organisational structure".(3)The validity of the research findings is verified by using the successful practice of Z Engineering and Cost Consultancy.This study adopts a case study approach,following the analysis path of "case selection-evaluation process-validation of findings",and uses the successful practice of Z’s comprehensive consultation on urban regeneration project investment decisions as a validation case to analyse and prove the feasibility and scientificity of the business process reengineering of comprehensive consultation on urban regeneration project investment decisions carried out by engineering and cost consulting companies.In summary,the conclusions of this study are intended to help engineering cost consulting enterprises build a complete comprehensive consulting business system for investment decision-making in urban regeneration projects,re-integrate and re-engineer various professional businesses and organizational structures,and promote the formation of core competitiveness of enterprises in the new environment as soon as possible.
