The goal of Relay protection and Fault Information System (RFIS) is monitoring and managing operation of relay protection. It is a technology support system as well as an information support, assistant analysis and decision system. To enhance the level of intelligent management in control center and control every part of IED in substation, the system is must be established. It has important theory and application value to research the related theoretic and technological problem. However, there is few people research the system on its structure, communication and application. The Dissertation does much research on the system and then draws valuable conclusions.For the relay protection and fault information system, a new hierarchical structure is proposed. The structure is divided three layers: communication layer, data layer and application layer. The interface of every layer is defined. The structure simplifies the design of RFIS. On the base of the hierarchical structure and use the modeling methods of IEC61850. And then, the communication function of RFIS in substation part and control center part is defined. The self-contained communication model based on the function is proposed. The substation device and control center device of RFIS is modeled as Logical Device (LD) and Logical Node (LN). The legacy devices and process data is also considered and is wrapped as LD or LN. The interoperability in RFIS is realized through above methods.A new mapping from IEC 60870-5-103/104 to IEC61850 is proposed. Using Specified Communication Service Mapping (SCSM) for reference, the mapping mapped the Application Service Data Unit (ASDU) of IEC 60870-5-103/104 to the communication model such as Server, Logical Device, Logical Node and Data of IEC61850 in process layer. Applying the mapping, the devices using IEC60870-5-103/104 can communicate with devices using IEC61850, which enhanced the compatibility of Relay protection and Fault Information System.A new application model of RFIS is proposed.
