Farmers from the countryside to the city is the only way from a traditional agricultural society to a modern industrial society for all the countries of the world, the inevitable result is urbanization States. China appears in the process of the rural population to cities for a class of special group with Chinese characteristics, "migrant workers". The Report of the eighteenth national congress of Chinese Communist Party clearly put forward the " New Pattern Urbanization ". In order to adhere to the new path of urbanization with Chinese characteristics, it is very important to orderly promote the urbanization of the rural migrant workers, to promote stable employment in towns and orderly life of the resident population as the primary task to achieve citizenship. A large number of new generation migrant workers are the main components to New Pattern Urbanization, who have strong citizenry will. Currently, the new generation migrant workers? instable employment has become a major obstacle to hinder its urbanization.The new generation migrant workers? employment should maintain a certain stability and flexibility, want to be in absolute flexibility under the pursuit of relative stability. Their employment mobility should be a reasonable range. This paper uses the literature research, comparative analysis, case studies and a variety of methods of measurement and statistical analysis, respectively, from a macro level and micro-level estimates of the new generation migrant workers employment stability status and influencing factors of employment stability, analyzes adverse effects brought about by the employment instability from social level(urbanization perspective), enterprise level, and individual level. Finally, the paper puts forward the countermeasure and suggestions to promote the new generation migrant workers? stable employment.At the macro level, on the basis of statistical yearbook of China population, China’s population and employment statistics yearbook, 2008 ~ 2013 national monitoring survey statistics, the empirical results show that the migrant workers? employment rate fluctuates frequently, in unstable employment in general from 2000 year to 2013 year. Under other conditions remain unchanged, economic growth, industrial structure and employment structure affect the employment rate of migrant workers, but compared to the impact of industrial structure on the migrant workers? employment rate, the impact of economic growth and employment structure is relatively small.At the micro level, the empirical results based on the Pearl River Delta city of migrant workers survey data in 2008 year and 2009 year show that: the overall employment stability of the new generation during the whole employment are poor. Factors affecting the employment stability of new generation migrant workers individual are multifaceted. From the overall the new generation migrant workers? employment stability during the term of employment, subject to the higher level of education, longer work experience, the higher their professional skills and job matching degree more easily find their career anchor, more stable employment. From the stability of the current job, the age, sex, with or without a spouse, educational level, income level monthly wages, corporate welfare, social security, working conditions, company size are important factors, but work experience, social capital is on its stability of the current work is not significant.The new generation migrant workers in unstable employment will be harmful to China’s urbanization process. It exacerbated business recruitment difficulties, disrupted production and management activities, increased labor costs rising enterprise, restrict business transformation and upgrading of industrial structure; a direct impact on revenue growth and generation of migrant workers human capital improvement. It also directly influenced the new generation migrant workers’ income growth and human capital. The government, enterprises and the new generation migrant workers themselves should tripartite working together to promote stable employment of the new generation migrant workers.
