In view of the facts that the current existing building energy efficiency (BEE) scientific understanding is not clear and the engineering practice theoretical foundation is weak, this article put forward the scientific view of BEE and its application necessity. From the concept of energy, building scientific development, the discipline of architecture development, and science, engineering, technology and industrial association, reveal internal connection among the BEE science, BEE engineering, BEE technologies and BEE industry. Based on the BEE as a social activity characteristics, from the activities of the main body, object, content and target angle construction practice, formed on the BEE multi-angle, multi-level knowledge system, through the" What is Building Energy Efficiency?" this article establish the construction of the BEE system of cognition.Around the basic problem of" How to do building energy efficiency?", this article apply the modern scientific thinking and methodological basic principle to BEE practice, from five aspects of management, engineering, economic, social and ecological analysis, form BEE practice methodological basic connotation. Aimed at BEE system analysis method, decision method and value evaluation, focused on BEE value evaluation method, the evaluation principles, evaluation content and evaluation of the specific method are discussed in this paper. BEE methodology system is established.The BEE scientific views applied to BEE engineering, engineering connotation and characteristics of BEE engineering are identified, which reveals different important characteristics from general engineering such as attachment, penetration, boundary ambiguity, uncertainty of connotation, public welfare, use value, main body of generalization and conflict of the interest. Through the construction of BEE systems'general objectives, engineering management, engineering technology, engineering economy, engineering social and ecological goals are analyzed, and from time and space dimension BEE engineering system internal correlations properties are studied, exploration of BEE engineering system and its analysis method are established, the system design method of BEE engineering is analyzed. The understanding and practice of establishing the theoretical framework for BEE engineering is formed.The BEE scientific view applied to regional studies, from the two respects both natural regional and social regional, and state, region or city, building base of three vertical levels, BEE regional characteristics are studied. Under the guidance of the concept of suitability technology, BEE suitability technology view is established, including economy, society and ecological environment suitable principle. With the solar and geothermal utilization in buildings as an example, analyzes the key issues and evaluation basis in the use of the construction of renewable energy, points out that BEE suitability technology choice principles and direction of development.Based on BEE self-organization, the relationship between BEE systems and the external environment, the internal system of the subsystems and elements are studied, with the foundation of coherent and synergies, system development and evolution mechanism are analyzed. Through the analysis of the BEE technology system elements or functional relation structure, emphasize the technology practice weaken or transformation of coherent effect, enhance synergies, through information, specialization and diversification to promote the establishment of BEE system sustainable development mechanism.In view of the current typical problems and controversies in BEE field, such as: building energy consumption indicators of scientific nature and fairness, air-conditioning temperature legislation, excessive energy consumption stopping heating and energy consumption fixed-price, building insulation and ventilation, and the Shenzhen building science and technology building as typical project case, applying the BEE scientific views, suggest the importance of that the application of BEE scientific view of to guide the practice activity.The BEE scientific view applied to engineering education, aiming at the characteristics of BEE engineering and BEE market for talent knowledge, quality and capacity requirements, BEE technology and engineering knowledge system and grasp the degree are established. The BEE professional personnel training orientation and characteristics, and the formation of the corresponding talent training scheme are put out.The scientific view of BEE construction and application research, mainly including theory innovation as following:â‘ From the science, engineering, technology and industry of the angle formed by the BEE of scientific knowledge system, laid the scientific understanding of the theoretical basis of BEE.â‘¡To establish a BEE scientific thinking model, reveals the BEE system in time, space and function of each subsystem of the relation between BEE practice, provide important theory guidance.â‘¢The BEE scientific view applied to BEE engineering reveals the BEE engineering connotation and characteristics is different from the general engineering, laid theoretical foundation for BEE engineering practice.â‘£The BEE scientific view applied in engineering education research provides the discipline theory basis for the BEE technology and engineering professional construction and the formation of a professional talent training scheme.
