| Man has been puzzled by some contradictions increasingly such as resources shortage, population explosion and environment deterioration since 20 century and they have quickened to exploit and utilize the ocean. Without exaggeration, 21 century has become marine economy century gradually.In 2000, the total production value of the main ocean industries was 4133.50 million yuan, 2.6% of Gross Domestic Product(GDP), and marine fishery value was 2084.34 million yuan, 50.43% of marine economic value of our country. Therefore, it is obvious that marine fishery plays an important role in the marine economy of our country.In the respect of exploiting marine fishery resource, all coastal governments have attached importance to developing marine fishery and constituted many rules of law, statutes, policies and measures and so on, which is helpful to the development of marine fishery. However, marine fishery resource has been subjected to irreversible destroy because it is affected by reproduction of extension enlargement, which is at the cost of using up resources. On the other hand, management is not good and legal system is not health. Therefore, marine fishery has been immersed in the condition of unsustainable development. The realization tells us, marine fishery resource is limited, which puts forward some new problems to the marine fishery development of our country.What is precise definition of sustainable development of marine fishery? Why do some new problems come forth in the exploitation of marine fishery resource and not put down repeatedly? How to make the marine fishery to the sustainable development?From beginning with definition of marine fishery and basic connotation of sustainable development, this paper discusses economics theory and resource theory which is on the basis of marine fishery development, and proposes "Industry Coupling Theory" on the sustainable marine fishery first time, puts forward aims of development of all domains of marine fishery of our country from 2002 to 2010 and gives some suggestions of sustainable development of marine fishery pertinently by means of analyzing different stages of development of marine fishery both home and abroad and actualities of development of all industries.This paper expounds the concept of sustainable development of marine fishery completely and systematically, and thinks it contains five aspects:1. Fairness: The fairness clarifies the fairness between the succeeding generations and among the members of each generation. In fishery, it indicates the equality of choice of marine fishery resource that imply among the members of present generation and the future generations.2. Coordination: The coordination means the cooperation among the fisheriesunits and related departments, and between the social system and marine fishery.3. Effectiveness: The effectiveness includes the efficiency and utility. The efficiency means that the most valuable benefits of economy based on lowest marine fishery resource cost; the utility means that the marine fisheries will meet maximally the demands of human welfare and development at last.4. Interaction: The interaction means that the complete knowledge of value and functions among the economy, ecology, and environment of fishery resource.5. Seeking: The sustainability stresses the sustainable development of marine fisheries and the sustainable resource exploitation. Actually, it is a ideal, a philosophy on resource consumption and life style that is impossible and infeasible to complete in one generation or generations, that deserves efforts for all generations.This paper analyzes the status quo, and countermeasures of marine fisheries in the viewpoints of natural science and social science, proposes the model of "Industry Coupling Theory" on the sustainable marine fishery first time, it points out that the traditional fisheries will lost his core role, the marine fishing, mariculture, and sea food processing will play more equal role in the marine fisheries, the sustain...
