| It was addressed in the 16th CPC congress report that "employment is the base of people's livehood". Employment has become the greatest challenge to China ever since the country entered the 21st century. If we dare to say that in the past 50years of PRC we have given a successful solution to 1200 million people's fundamental living demand, what we need to settle id the market-oriented employment of over 800 million labor in the following 50 years. As long as the market-oriented employment comes into being, employment can be turned to be coherent with the principle of efficiency, to be true and to be sustainable.The promotion of market-oriented process is deepening competition from the layer of enterprises to that of individuals. The free moving of population makes competition extend from commodity markets to factor markets. With the development of national regulated labor market, employment posts have become the scarcest resource currently in china. Without intended concern, we witness such realistic existence as follows. Too many employees are laid off and countless peasants go out for making a living without fixed residence. No wonder students sigh, "Graduation means unemployment". Some symptoms have emerged in china, which developed countries were confronted with in their early period of industrialization. Those are the growing population of unemployment, the intensifying polarization and the poverty of weaker communities.In order to build a Well-off society in an all-round way, we must put the employment the more important situation. When we analyze the phenomenon of employment, we should consider it in the environment of economy, society and civilization and to put forward the more appropriate countermeasure and suggestions, which could slowness the pressure ofemployment in the coming 20 years. So, this paper has been conceived based on this thoughtfulness. The total content and the basic framework is following:First, in the first piece, we analyze the relationship between the well-off society and increasing employment on the base of the connotation and goal of a well-off society in an all-round way. Concerning the correlative theories about employment and unemployment, we analyze them with economic and sociological principles and measures. In the first piece, the author advance that the building of well-off society needs multi- knowledge, the implementing the development stratagem of employment preferentially is the impending need of the well-off society. On the analyze of the relationship between the new view of development and employment, the author analyze the connotation of the development stratagem preferentially of employment, that is improve the employment elasticity, thinking much of the third- industry, ameliorating the employment structure, linking the employment between the cities and villages. and so on. The author analyze the employment with economic and sociological principles. The sociological principles include social delamination theory, social flow theory and social capital theory. And so on.Secondly, in the second piece, we put forward the corresponding resolution to slowness the pressure of employment including: first, we advance establishing the human resource system on promoting employment. And the same time, we put the human resource development on the how to improve the skills to work creatively. Also, concerning the lowness of the peasants' diathesis, we advance that boosting those is the basic demand to resolve the employment problem. Secondly, with the unceasing development and diversification, network-society and digital life has replaced gradually our traditional society form, and new employment form also has taken challenge for the traditional employmentform. On the employment countermeasure in the network-society, the paper also put forward the relevant opinion.
