This doctoral thesis consists of preface ,the proof of topic, successful experience , systematic study, the use of examples , suggestions and prospects.In the preface, the thesis narrated briefly our nation's opportunity and challenge in the globalization condition , and the risk and danger in the undeveloped regions . the thesis discussed that the distortion of the evaluation to the level of modernization might lead to the gap and imbalance between areas, so it is significant theoretically and practically for the undeveloped regions to develop and surpass the developed regions that we evaluate the level of development of areas and assess the ability of the technological innovation rightly. It defined some key concepts and some related theories about technological innovation , then it introduced the thesis' train of thought, the structure and the originality points.In chapter 2, the thesis discussed the estimation and evaluation to the technological originality in undeveloped regions. It studied the method of estimating and evaluating technological innovation in china, and pointed out the distances of the mode of technological innovation between our country and other developed countries, then it pointed out a new method that could estimate the development level of areas and the ability of technological innovation synthetically and completely . The thesis took Shanxi Province as an undeveloped region, and took it as a typical instance of technological innovation in undeveloped regions.In chapter 3, the thesis discussed the experiences of technological innovation in undeveloped regions. It studied and analyzed the mode and the method of the development in typical undeveloped regions of developed countries and of developing countries that took advantage of technological in order to realize their development, these modes and methods afforded us advanced theoretical fruits and practical experiences to plan the strategy of technological innovation in undeveloped regions and to establish the system of technological innovation in undeveloped regions.In chapter 4, the thesis discussed the system of technological originality and the function of government and the development of industry clusters in undeveloped regions. It studied the features of technological innovation in undeveloped regions and its types and its conditions, then it analyzed the special function of government of undeveloped regions in the system of innovation, and then it pointed out the features of industry clusters, its developing strategy and its conditions. The thesis discussed the theories on building the system of technological innovation in undevelopedregions, and the theories on the special function of government in technological innovation of undeveloped regions, and the theories on technological innovation industry clusters t in undeveloped regions.In chapter 5, the thesis discussed the mode of technological innovation and the strategic options. Based on above-mentioned theoretical achievement, the thesis stated that Shanxi Province, which made use of exploiting natural resources and promoting investment in order promoting develop this undeveloped region, should select scientific and reasonable mode of technological innovation and strategy of area development, make use of technological innovation to remake traditional industries, to adjust industrial structure. So it should give full play to its comparative advantages, build characteristic and competitive industrial clusters, raise the level of technological innovation of regions and the ability of synthetic development, accelerate the development, reduce the distinction between Shanxi Province and developed areas, grasp the opportunity, and catch up with and surpass the developed regions.In chapter 6, the thesis offered suggestions and prospects.
