China's Elections: The Concept Of System

Election as the foundation stone of democracy, has already became most nations' necessary system arrangement, and accepted as the unique legal method of political power handover. So election is widely used in modern countries to advance the formation and successful express of the public opinion, the consciousness of citizens' participate political affairs and social commonality management by election. China has made great achievements on economy, therefore the requirement for political system reform became more and more urgently at process of the socialism political civilization construction. Election is a significant channel to implement the people to manage social affairs and construct socialism democracy. We could find that market economy and civil society are two engines to push forward election modernization by the study from world election systems and use them for reference. But for long-standing subject society and traditional culture, the relation between the nation and society still hasn't run systematically, such as the civism imperfection, the lack of citizen organization. All these arouse various difficulties to the political system reform which took the extension of political participation as its object. We should admit that the existing election system is very distempered and incomplete, and it didn't reflect the essence demand of election. Under the people's more impetuously participating pressure, the system lacks the ability to do what it would like to do. Our standpoint is that we must set about from the root so as to solve this inconsistency; transform the principle, accelerate the cultivation and development of the citizen society; found and complete a perfect election system with prevision and era character. Consequently, the election modernization could be advanced entirely rather than partially.
