The paper regards the historical change of the party structure of the CCP Shanghai as a object of study. It tries to explore the functional changes and the effects on the Party-government relationship arising from the structural changes of the party. With the methodology of historical, comparative analysis and case study, this study aims to combing out the course of the party organization development from two dimensions of structure and function by analysing the structure setup in periods of unrolling, youth nation, planned economy, the Great Cultural Revolution and reforming and opening up. Then the paper concludes that the structural adjustment should not only be adaptable to the requirements of revolutionary and social development, but also be closely linked with the situation of the country and the time, so that the Party-government relationship can be perfected.The study shows that, although the structure of the party organization was different in each period, the structure types and its properties were all set up according to the temporal historical situation, social conditions and objective task. That's to say, the structural setup of the party organization has an important impact on the party-government relationship, also, the latter has an counteractive effects on the structural setting and functioning of the party.The structural change and functional effects of the party organization, in a way, reflects a problem of our country's power structure, which is the party-government relationship in the horizontal political power structures.The structural change process of the CPC during eighty years exactly saw a multiple transformation of our nation undergoing from a traditional society to a modern society, from a agricultural society to an industrial society, from planned economy to market economy, from a closed-door policy to a policy of opening to the outside world. So the structural change of the party organization must go from the model of the party establishing the government, the party replacing the government, the party and the government combination and then to the party and the government separation, and at last, restructure a new model of the party and the government relationship aiming at enhancing the administrative abilities of the party.
