PE teacher evaluation is an integral part of teacher evaluation. With the deepening of physical education and teaching reform, the study of PE teacher evaluation has received extensive attention. The establishment and perfection of PE teacher evaluation system can play an important role in implementating CPC's physical education policy, deepening reform of physical education and teaching, improving physical education teaching efficiency, enhancing PE teachers'operational level, promoting PE teachers'professional development, and achieving school development goals and cultivating socially needed qualified personnel with regard to adapt itslef to the requirements of our new era.This paper takes the actual situation of PE teachers as the starting point, the scientific development concept as the guide, and the theories of pedagogy, psychology, management science and systems science as a theoretic foundation. With PE teacher professional development as the goal, literature method, investigation method, mathematical method, systems method, logical method. as the methodoligy used on the related research's foundation, the paper gives a more detailed investigation and study on the status of PE teacher evaluation, problems and causes, and then offers a more detailed exploratory study on the PE teacher evaluation system. The main contents included are as follows:First, the concept of PE teacher evaluation has been defined. It is held that teacher evaluation is to take the PE teacher as the evaluation object, the scientific development concept and the correct education values as the guide, and to follow the goal of school sports and the undertaken duty of PE teacher, to take the procedures, to use scientific methods, modern extensive collection of evaluation information technology, and to come up with a scientific value judgment on the basic quality of physical education teachers, work process, work performance, and professional development so as to improve the work of PE teachers, to achieve professional development for teachers, and to provide proofs for decision-making process of school leadership and to strengthen and improve the management and construction team.Second, the paper gives a more detailed investigation and study on the status of PE teacher evaluation system. On the level of cognition and the evaluation demand, the survey has a higher evaluation cognitive level and higher evaluation demand. In the operational level of evaluation, the reality of PE teacher evaluation and the ideal demand of PE teacher differ a lot. There are so many problems as to undermine the promotion of the professional development of PE teachers. In the evaluation effectiveness, PE teacher evaluation once played an important role. But with the deepening of physical education and teaching reform, the existing teacher evaluation system is unable to meet the requirements of the new era, it is very necessary to reconstruct PE teachers evaluation system.Third, the paper gives a profound analysis on the problems and causes of PE teachers evaluation. Through analysis, the problem is mainly in: lack of systematic PE evaluation program; more attention to distinguish, reward and punishment, less regard to improvement and development; more stress to external pressure, less emphasis in the internal dynamic; more focus on performance management, less care of humanity; more efforts on school uniform, less work in discipline speciality; more emphasis on quantitative evaluation, less attention to qualitative evaluation. Besides evaluation subject is too simplified, and self-evaluation is not available; feedback time is too long, and the result is unfair and so on. The causes are mainly in the lack of a proper teacher evaluation system, lack of scientific evaluation system for teachers, negative impacts of utilitarian value orientation, low literacy of evaluation subject, lack of the organic integration of incentives and development, and the society's prejudices for PE teacher professionals and so on.Fourth, the paper constructs a theoretic system of PE teacher evaluation. The basis of constructing the theory of PE teacher evaluation system mainly includes scientific concept of development, hierarchy theory of needs, lifelong learning theory, teachers' professional development theory, education evaluation theory; and the practice basis mainly includes PE teachers' workloads, PE teachers labor characteristic and objective requirement of PE teacher evaluation practice. It should follow the main uion principles of directivity and subjectivity, the scientificness and the practicality, static state with dynamic state, reward-punishment and development, qualitative and quantitative etc,. PE teacher evaluation system is more an evaluation purpose than an evaluation object, evaluation body, evaluation index system, evaluation method and evaluation process, and evaluation management elements which act in mutual connection and interaction, thus forming a complicated multi-factor and multi-layer system. According to"condition - process - achievements - development"tactic pattern, a PE teacher Evaluation index system includes basic quality, work process, work performance and professional development--- 4 first-level indicators, 19 second-level indicators, and 55 third-level indicators. Taking the university public physical education teacher evaluation for example, the design of the"PE teacher evaluation program"has provided helpful guidance for PE teacher evaluation practice activities. The security mechanism of implementing PE teacher evaluation system includes establishing a sound evaluation system, setting clear goals and guidelines, building a scientific evaluation system, accessing to multi-identity support, implementing effective mental control, getting adequate humane care, and improving evaluation feedback mechanism and promoting the professional development of PE teachers, and so on.
